Entangled with 2 households, 35kV power line of the wind power project is not known when it will be constructed
The LIG Huong Hoa 1 Wind Power Plant project (invested by LIG Huong Hoa 1 Wind Power Joint Stock Company) in Khe Sanh commune (Quang Tri province) has a capacity of 48MW, and has now completed the construction of transformer stations, operating houses, poured concrete foundations for 50% of turbine foundations and 100% of 220kV power line foundations. However, the remaining items are being blocked, especially the 35kV and 220kV power lines.
Mr. Nguyen Nam Du - Head of the Project Management Board of LIG Huong Hoa 1 Wind Power Plant said that the biggest bottleneck currently lies in the 35kV power line item related to 75 households affected by land acquisition and the power grid safety corridor. In which, the site clearance council has counted 72 households, and the remaining 2 households in Ruong village do not cooperate.

Specifically, one household avoided and did not sign the inventory record; the other household intentionally planted more trees to demand unreasonable compensation, requiring the investor to pay money before conducting the inventory.
This issue has existed since the beginning of 2026, but has not been resolved yet" - Mr. Nguyen Nam Du said.
To remove obstacles, from March 20, 2026, the Department of Agriculture and Environment of Quang Tri province organized a meeting, issued documents urging and directing the implementation of site clearance for the project. The document clearly stated: "In case people still do not coordinate to carry out inventory, the Chairman of Khe Sanh Commune People's Committee issues a Decision on coercive enforcement to carry out mandatory inventory and organize coercive enforcement according to the provisions of the Land Law". But by June 16, obstacles with 2 households in Ruong village had not been resolved.
In addition, the LIG Huong Hoa 1 Wind Power Plant Project also faces difficulties in applying specific land prices. Although the Provincial People's Council has issued a resolution on applying new specific land prices, the Provincial People's Committee has not issued a coefficient applied to each area. To self-resolve the problem, on April 23, 2026, the company sent a document to the People's Committee of Khe Sanh commune requesting to voluntarily contribute funds to hire an independent consulting unit to set specific land prices for the project's land recovery area in order to soon apply prices to the remaining locations, but so far it has not been implemented.
Faced with prolonged obstacles, the investor has issued a document proposing the Standing Committee of the Provincial Party Committee, Quang Tri Provincial People's Committee and relevant departments and branches to get involved in directing and urging the mobilization and definitive resolution of obstacles to have a clean site for the unit to deploy construction.
Request to focus on solving bottlenecks
According to the Quang Tri Provincial Department of Industry and Trade, the whole province currently has 17 energy projects in a state of slow construction investment. Among these, besides the Quang Trach I Thermal Power Plant project (1,403MW) and hydropower projects such as La Trong, Dakrong 5, Ban Moi and 8 wind power projects including: LIG Huong Hoa 1, Huong Phung 1, LIG Huong Hoa 2, TNC Quang Tri 1, TNC Quang Tri 2, Huong Linh 5, Huong Hiep 2 and Huong Hiep 3.

Regarding problems with site clearance, inventory, land prices and site handover, in addition to the LIG Huong Hoa 1 Wind Power Plant project, there are also Huong Phung 1 Wind Power Plant, Quang Tri 1 TNC, Quang Tri 2 TNC, Dakrong 5 Hydropower Plant, Huong Phung, Ban Moi.
Faced with the reality that many energy projects are delayed, directly affecting the GRDP growth scenario of the locality, on June 12, Mr. Le Hong Vinh - Chairman of Quang Tri Provincial People's Committee organized a working session to solve difficulties and obstacles in the process of implementing energy projects in the province.
Mr. Le Hong Vinh requested units to focus on definitively resolving issues related to inventory and site clearance; definitively handling disputes and petitions arising from people. Departments and branches continue to carefully review procedures on land, water resources, forestry and strengthen maximum support for investors to complete dossiers, accelerate the progress of project implementation in the area, and resolutely prevent prolonged situations from affecting the investment attraction environment of the province.
