On October 27, a source from Lao Dong Newspaper said that the authorities of Quang Tri province are considering adjusting the implementation progress of the slow-progressing project, Huong Linh 5 Wind Power Plant.
Accordingly, on September 24, 2025, the investor of the Huong Linh 5 Wind Power Plant project paid a deposit of more than 13.2 billion VND to ensure the project's implementation. After depositing, the project investor submitted a dossier to adjust the project's investment policy.
Currently, Quang Tri province is considering adjusting the investment policy of the above project.
In addition to the Huong Linh 5 wind power project being behind schedule, the Huong Hiep 2 and Huong Hiep 3 wind power plant projects (both owners are BB Group Joint Stock Company) are also behind schedule and have not yet made an investment guarantee deposit.
Most recently, on October 2, 2025, the Department of Finance of Quang Tri province sent a document to the investors of the two wind power projects above regarding the deposit to ensure project implementation. After that, BB Group Joint Stock Company committed to making a deposit to ensure the implementation of the Huong Hiep 2 and Huong Hiep 3 Wind Power projects in the fourth quarter of 2025.
Previously, the People's Committee of Quang Tri province held a meeting to resolve the proposals of investors related to 3 wind power projects: Huong Linh 5, Huong Hiep 2 and Huong Hiep 3. The People's Committee of Quang Tri province determined that the above 3 wind power projects were slow to implement, violating the obligation to pay deposits to ensure investment and progress. The investor has not yet completed the dossier, not implemented it on site and has not fulfilled its financial obligations as committed.
Faced with that situation, the Provincial People's Committee agreed to consider extending the progress for investors only if they meet 3 mandatory conditions: to fully deposit the investment guarantee; have a clear commitment on the implementation progress; ensure the legality of legal status, work with localities to update land use needs in the planning.
Previously, the Department of Planning and Investment of Quang Tri province (now the Department of Finance of the province) also drew up a record of violations and imposed administrative penalties on projects that were behind schedule and had violations. The projects that have complied with the fines with a total amount of 180 million VND are Huong Linh 5, Huong Hiep 2 and Huong Hiep 3 projects.
