In October 2023, Hanoi started the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
The starting point connects to the urban intersection between Thang Long Avenue expressway and National Highway 21; the ending point connects to the Hoa Lac - Hoa Binh expressway.
The total length of the route is about 6.7km, the cross-section is 120-180m, belonging to Hoa Lac and Yen Xuan communes.
The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
The completed project contributes to the development and expansion of Hanoi Capital to the West, meeting the rapidly increasing transportation demand between the capital center and the western area and connecting with the Ho Chi Minh road.
At the same time, improving operating conditions, ensuring traffic safety, connecting the Northwest provinces with the Capital; creating conditions for socio-economic development, security - national defense; being the driving force for the development of Hoa Lac satellite city and the satellite city chain in western Hanoi.
With this project, Hoa Lac commune has the task of site clearance for 605,564m2/685 land plots, stretching along a 6.7km long road (right side of the Hanoi - Hoa Binh direction, now Phu Tho).
On September 10, 2025, Hoa Lac Commune People's Committee issued a plan to continue implementing site clearance for the project. Thanks to a methodical and transparent approach, by January 29, 2026, the entire land area within the project area had been inventoried, and many households voluntarily coordinated to inventory and hand over the site to implement the project.
After more than 6 months of continuing to deploy site clearance, up to now, 100% of households whose land has been recovered in Hoa Lac commune have signed minutes agreeing to hand over land. The total area handed over is 564,798m2/676 plots, reaching 93.1% of the area to be recovered.
Hoa Lac commune is making efforts every day to remove the last obstacles, striving to complete the handover of the entire route before March 31, 2026.
The project to build the Thang Long Avenue expressway - the section passing through Yen Xuan commune has a total area to be cleared of 406,242.9m2/451 land plots.
In the process of implementation, the locality has organized many propaganda sessions and direct dialogues with people and related organizations to clearly explain legal regulations, compensation, support and resettlement plans.
Thanks to that, basically, households have agreed to hand over land, contributing to accelerating the project implementation progress.
According to Lao Dong's records, for sections with clean ground, the construction unit is mobilizing equipment, machinery, and manpower to construct. The entire route is expected to be completed in 2026.
