The family's main source of income comes from a boarding house with more than 20 rooms, each room rented for 600,000 - 700,000 VND/month. Yet now there are only a few rooms with guests, every time it rains it floods up to the foot of the bed, no one dares to rent."
Talking to reporters, Mr. Le Van Chuyen - Secretary, Head of Area 5, Gieng Day Ward, Ha Long City - said: "For every heavy rain, about 5 households and nearly 20 rooms are flooded. In 2023 alone, there will be 13 rains, 8 severe floods, and one time a car stalled in the middle of the road; From the beginning of 2024 until now, there have been 3 heavy rains, the heaviest one was on June 8 - 9, causing flooding in some households.
Construction on this resettlement project has stopped since 2023, leaving only a small part to handle flooding. Households have also built ditches in front of their doors and gates, but that's only partially overcome. When it rains heavily, water still enters the house."
Temporary solution
According to research, the Residential Area Technical Infrastructure project in Area 5, Gieng Day Ward is invested by the Construction Investment Project Management Board of Ha Long City. The contractor is Lung Lo 2 Construction Joint Stock Company.
During the project implementation process, a large volume of soil suspected to be clay was discovered. The Ward People's Committee and the Project Management Board made a written report to the city asking for opinions on how to handle it, but up to now the large volume of land revealed has not been discovered yet. was transported out of the resettlement area to construct the next items, leading to the project's temporary suspension of construction. Construction items were not synchronized, leading to heavy rains and many households were flooded.
Mr. Luu Van Binh - Vice Chairman of the People's Committee of Gieng Day Ward, Ha Long City - said: "The previous status of the resettlement project was clay mining. When it rains, part of the water is stored in the moong, the rest drains evenly around. When implementing this project, the slope flows to Doi Can street, group 3, area 5, Gieng Day ward.
Every time it rains, we are also very impatient, coordinating with the construction unit, project management board, and being on duty with excavators and cars to dredge sewers, but unexpected heavy rains are often too late to keep up. Doi Can is the main road of area 5, each time it floods, it affects hundreds of households.
The immediate solution that the government and construction units have been implementing is to surround the exposed mountain of soil to prevent it from spilling into residential areas. On the route from the resettlement area to Doi Can street, sandbags have been arranged to prevent mud and mud and water is distributed into the sewer, and the sewer line is regularly dredged."
