The Government has just issued Resolution 169/NQ-CP dated September 30, 2024, the Government's Action Program to implement Conclusion No. 79-KL/TW dated May 13, 2024 of the Politburo on continuing to implement Resolution No. 43-KL/TW of the 12th Politburo on building and developing Da Nang City to 2030, with a vision to 2045.
The Resolution identifies the task of restructuring the economy associated with renewing the growth model, taking science and technology and innovation as the main driving force, developing a green economy and a circular economy.
Da Nang needs to effectively implement digital transformation to develop new industries and fields of production, healthcare, and education. Continue to develop smart urban services and e-commerce trading floors.
Focus on investing in developing key sectors of the city; have specific mechanisms and policies to mobilize and effectively use resources, promote public-private partnership (PPP), and attract domestic and international strategic investors.
Build and develop Da Nang into a major marine economic center of the country, an international marine urban area, a major tourist urban area associated with the marine economy; a modern fishing center associated with the Hoang Sa fishing grounds and protecting the security and sovereignty of the sea and islands. Da Nang City coordinates with relevant ministries and agencies to study and propose solutions for developing a green economy and a circular economy.
Develop new submarine fiber optic cable landing stations; invest in building national-scale data centers. Build and develop high-tech zones and establish a national Center for Supporting Innovative Startups.
The resolution clearly states that investment in cultural and human development must be synchronous and on par with economic development, bringing the image of a civilized Da Nang city with a strong national identity closer to international friends. Building a "civilized urban culture and lifestyle", developing Da Nang people comprehensively, abiding by the law, integrating internationally and having their own unique identity.
Continue to expand the network and scale of education and training; promote the socialization of education. Effectively coordinate between higher education institutions, vocational education institutions and enterprises in human resource training, improve research capacity, technology transfer, and train high-quality human resources for the semiconductor industry and other high-tech industries. Prioritize the allocation of resources to complete the Danang University Urban Area, and build Danang University into a National University.
Invest in completing the healthcare network, improving the quality of medical examination and treatment services, especially specialized healthcare, high-quality medical services and a model combining tourism and medical examination and treatment.
Manage, exploit and use natural resources economically, effectively and sustainably, especially forest, sea and land resources. Develop local action plans to implement Vietnam's commitments at the COP26 Conference.
