Proactive Response to Natural Disasters in 2024
2024 is forecasted to be a challenging year with numerous strong storms expected to hit the central provinces. In addition, the La Nina phenomenon is expected to bring heavy rainfall and flooding to the region.
In light of this situation, the Central Power Corporation (EVNCPC) has proactively implemented disaster preparedness measures to ensure safe and stable power supply for economic, social, national defense, and security activities, as well as meet the needs of the people and businesses.
Mr. Lê Hoàng Anh Dũng, Deputy General Director of EVNCPC, emphasized that EVNCPC has requested its 13 member power companies and the Central Power Service Company to strengthen the organization of a comprehensive inspection of power sources and grids, and to thoroughly address existing issues before the rainy season.
Cementing the capacity for management and operation, increasing the clearance of power corridors, and reinforcing critical locations are crucial to enhance response and resilience to natural disasters.
EVNCPC has also requested its units to review and update their disaster prevention and search and rescue plans (PCTT&TKCN) in line with the actual operation of each unit, following the "four on-site" principle (command on-site, forces on-site, equipment and materials on-site, logistics on-site).
This includes plans for operating and responding to IT system infrastructure failures to ensure safe communication services for production and business activities affected by natural disasters.
The "4 on-site" Principle
Plans for providing power to critical loads and ensuring safe operation of 110kV substations without on-site personnel during natural disasters have also been implemented by the units.
EVNCPC has completed the inspection of PCTT&TKCN work in 2024 at all 13 power companies and its affiliated units.
After the inspection, EVNCPC has requested its units to address existing issues and continue reviewing PCTT&TKCN plans in line with the actual operation of each unit, following the "4 on-site" principle.
In addition, EVNCPC has paid attention to the work of promoting safe, efficient, and effective electricity use in the community. This helps people use electricity safely in disaster situations with many potential hazards.
To date, EVNCPC and its member units have reviewed and strengthened, and reorganized the Command Board and Search and Rescue Teams.
EVNCPC has organized inspections of PCTT&TKCN work at power companies and hydroelectric power plants to prepare for timely response to natural disasters.
The issue of dam safety has also been implemented at hydroelectric power plants managed by EVNCPC and its affiliated units with EVNCPC's capital contribution. At the same time, the units have reviewed the implementation of drills to ensure effective disaster prevention and response when implementing actual work at the site.
