Ha Long City said it will organize a 7-day peak campaign for the entire city to clean up and handle all fallen trees on main roads, help schools, hospitals, landslide vulnerable areas, social security, and rescue. Local leaders will be responsible for each assigned area.
To make the campaign most effective, the city will promote the model of over 200 volunteer groups in villages and areas and mobilize the combined strength of the people, so that each person is also a soldier. At the same time, the People's Committees of communes and wards must quickly review the population and household registration in the management area; review the total damage of the people; strengthen rescue work to ensure the safety of people's lives and health.
The units closely coordinate with the electricity, water and telecommunications sectors to ensure daily life, communication and have solutions for students of all levels to return to school as soon as possible; promote information and propaganda work, especially charitable deeds and golden hearts during the storm to arouse the spirit of solidarity and affection of the people.
In order to organize timely visits and encouragement to families with deceased people, injured people, those with heavy property damage, and single-parent and disadvantaged families, in addition to the city's responsibility, it is necessary to mobilize the participation of organizations and individuals.
Regarding the long-term plan, it is necessary to report to the province to develop a specific mechanism for Ha Long City to implement the work of renovating and reconstructing the city. At the same time, it is necessary to speed up the approval of the plan to anchor and avoid storms in Ha Long Bay; build infrastructure for boat anchorage in Cai Xa Cong area (Ha Phong ward); review the quantity and quality of fishing boats, tourist boats, dyke locations, rivers and lakes at risk of flooding; develop a master plan for urban water supply and drainage and trees and shade based on consulting with experts and the people. For 5 grade D apartment buildings, functional departments must immediately develop a plan to handle, relocate and support the people.
Urgently review and make a comprehensive assessment of the damage, develop a plan to overcome the consequences and support households that have suffered heavy damage; focus on urban beautification, make the most of the green tree system, assets, and works that are still usable after the storm, to avoid waste. Continue to review affected works that are at risk of causing further accidents and injuries and take immediate measures to ensure the safety of people and property.
The Public Service Management Board coordinates with the Ha Long Bay Management Board to collect waste generated after the storm in coastal areas and at sea. Regarding the cleanup work to ensure environmental sanitation, with a spirit of utmost urgency and determination, it will be carried out day and night and must be completed by September 12, 2024 at the latest.
According to a report from the Ha Long City People’s Committee, as of 7:00 a.m. on September 9, 4 people died and hundreds were injured in Ha Long City. Authorities have successfully rescued 78 people in distress on barges and boats in Ha Long Bay.
There are currently 8 people missing; 23 tourist boats, 28 fishing boats, 15 transport ships, 30 rafts were damaged; over 550 factories were severely affected; over 50,000 households were affected, with damage to their houses (roofs blown off, glass broken, collapsed...); over 530 agency and unit headquarters were damaged; it is estimated that over 100,000 trees on roads and in residential areas were broken.
