In 2025, the locality will restore and reorganize a number of traditional festivals including: New rice celebration of the Tay people in Dan Chu commune; Dai Phan ceremony of the San Diu ethnic group in Ha Long city; Loi Am Pagoda Festival; Cai Lan Temple Festival; Long Tien Pagoda Festival.
At the same time, increase the organization scale to the city level for Bang Ca Village Festival and King Le Thai To Temple festival.
In the further direction, the locality will build a scientific dossier to propose intangible cultural heritage rankings for the Temple festival of Monsignor Tran Quoc Nghien (2025 - 2026), the Temple Festival of King Le Thai To (year 2027).

These are the first festivals held in Quang Ninh on a national scale.
To implement the plan, Ha Long City is prioritizing creating conditions and attracting investors to stage and organize film production, music, entertainment, and real-life performance programs associated with culture. sea, islands, traditional culture of ethnic groups in the area.

For proposed tasks from the city budget, estimates are required and approved before October of the previous year to be placed in the list of expenditure tasks of the planning year and sent to the City Finance and Planning Department. to synthesize them into the annual budget estimate to ensure the deadline as directed.
