Therefore, relevant departments, agencies, and units will develop specific plans with a strategy for urban greenery development, flowering trees suitable for the four seasons, with unique characteristics, distinctiveness, and adaptability to natural conditions and climate change.
The focus will be on beautifying the urban landscape, improving the quality of life for citizens, creating a beautiful and high-class urban scenery, and attracting domestic and foreign tourists. Establish and develop the brand identity of "Hạ Long - Thành phố of flowers" linked to "Hạ Long - Thành phố of Festivals" to combine and create new tourism products, contributing to attracting tourists to Hạ Long.
The city will mobilize the participation, active, and responsible involvement of collectives, organizations, businesses, and citizens in jointly building and developing the city's tourism industry, with the highlight being the planting and flowering of trees that bloom throughout the year, combined with year-round festivals.
The city proposes several models for localities, agencies, and units to study and implement, such as: "Flower Street - Flower Street," "Flower Point," "Flower Bay," "Flower Village," and "Flower Class." The types of flowers and trees proposed in the project are those that are characteristic of the city or suitable for the local climate and soil conditions.
The "Beautiful Flower Tree" contest, "Beautiful Flower Climbing Wall," and "Beautiful Government Agency Compound" contest will be organized. The city will promote and mobilize each household on the territory to plant at least 3-5 flowering trees in their family compound.
The vacant land will be inspected to implement the planting of seasonal flowers and the improvement of the scenery, including: The vacant land at the entrance to the provincial sports center; The vacant land on both sides of the entrance to the Navy at the Big Dam (along National Highway 18A); The vacant land along National Highway 18A in front of the Obstetrics and Gynecology Hospital; One location next to the entrance of the Tuần Châu tourist area; The entrance of the Tuần Châu tourist area to the nursery area; The area of land that has been filled in belonging to the Central Traffic Police Station project; The vacant land at Km2+765 to Km2+900 of the Hạ Long - Cẩm Phả coastal road with National Highway 18A (opposite the Lữ đoàn 170 guesthouse); The vacant land on the right side of the Hạ Long - Cẩm Phả coastal road at Km3+560 to Km3+580; The vacant land on the right side of the Hạ Long - Cẩm Phả coastal road at Km3+850 to Km3+930 (adjacent to the Lữ đoàn 170 boundary); One location at the vacant land on the right side of the Hạ Long - Cẩm Phả coastal road (adjacent to Khe Cá Lake).
