Hanoi Department of Construction has just reported to Hanoi City People's Committee on the results of implementing a number of tasks in the roadmap for converting "green" transportation in the area, including a plan to study piloting electric cyclos for tourism.
According to the Department of Construction, for tourist cyclos, the unit has worked with relevant departments and branches, TMT Automobile Joint Stock Company and a number of cyclo service businesses to study and design suitable vehicles.
However, after exchanging with suppliers, TMT Automobile Joint Stock Company said that it had sent requests to partners to study the design and quote the price of the product. Due to the expected small number of vehicles (about 80 units) and the design model must retain the current cyclo style, suppliers have refused to continue participating in the project.
Faced with this situation, the Department of Construction continues to work with Hanoi Tourism Corporation to research and develop electric cyclo products to serve tourists in the area. Currently, this unit is conducting surveys, developing implementation plans and assessing the feasibility of the project.
The Department of Construction also said that the option of installing additional engines for existing cyclos (rebuilt into motorcycles and three-wheeled vehicles) will not meet the technical requirements according to QCVN 14:2024/BGTVT - national technical regulation on technical safety quality and environmental protection for motorcycles and mopeds. The reason is that the chassis and related equipment have not been tested according to the regulations of this regulation.
In addition, according to the provisions of the Law on Road Traffic Order and Safety, motorbikes and three-wheeled vehicles that are motorized vehicles must be granted a registration certificate, have license plates attached and the driver must have a suitable driver's license.
Therefore, to ensure the development of cyclo tourist services in accordance with legal regulations, and at the same time create a fair competitive environment between types of transport, the Department of Construction proposes that the Hanoi People's Committee allow Hanoi Tourism Corporation to pilot electric cyclos for 12 months.
