Hanoi City People's Committee has just submitted to the City People's Council for consideration and decision to approve the investment policy of the Wastewater Collection System Project for S3 basins and Phu Do Wastewater Treatment Plant in the form of public-private partnership (PPP), build-transfer (BT) contract type.
The project is proposed by the consortium of Phu Dien Construction and Trading Investment Joint Stock Company and SFC Environmental Development Investment Joint Stock Company to implement.
According to the Hanoi People's Committee, the project aims to gradually concretize the Hanoi Capital Drainage Plan to 2030, with a vision to 2050 approved by the Prime Minister. At the same time, the project will collect and treat wastewater generated in the S3 basin, ensuring that the quality of treated wastewater meets current standards.
When completed, the project and wastewater treatment works in other basins will contribute to completing the wastewater treatment system throughout the city, meeting the requirements of environmental protection and the Government's pollution treatment investment orientation.
According to the proposal, the wastewater collection system of basin S3 will be deployed in Nghia Do, Cau Giay, Yen Hoa, Phu Dien, Tu Liem and Dai Mo wards. Phu Do wastewater treatment plant is built in Dai Mo ward.
The project includes items of compensation, support, and resettlement to serve site clearance; construction of a wastewater collection system in basin S3 with a total length of about 24.09km of a sewer line with diameters from D300 to D1500, along with a system of exploration manholes, separation wells and 5 elevated pumping stations.
Phu Do wastewater treatment plant has a designed capacity of 91,500m3/day and night, with a maximum operating capacity of 113,000m3/day and night in heavy rain conditions.
Regarding land use needs, culverts, manholes and separation wells will be installed underground under the road surface and sidewalks of the current situation. Elevated pumping stations with an area of 30-90m2 are arranged on sidewalks, green areas and public land, so there is no need for site clearance.
Phu Do Wastewater Treatment Plant is planned on a technical infrastructure land area of about 60,193.69m2 in Dai Mo ward.
According to the plan, the project is expected to be built from the third quarter of 2026 to the third quarter of 2027 after completing the clean site handover.
The project is proposed to be implemented under a BT contract, paid by land fund. Preliminary total investment is about 4, 037.8 billion VND.
The land fund expected to be paid is located in Dinh Cong and Hoang Liet wards with a total area of about 4.18ha, including land plots belonging to the X2-Dai Kim resettlement area and the new urban area of Nam Ho Linh Dam. The value of the land fund expected to be paid is about 3.713 billion VND.
