Hanoi invests thousands of billions of VND to build a wastewater treatment plant west of Nhue River

Hanoi has just approved the Investment Project to build a wastewater collection system and treatment plant in the West of the Nhue River with a capacity of 70,000m3/day and night.

According to Decision No. 5977/QD-UBND of the Hanoi People's Committee, the project is implemented in the wards: Thuong Cat, Tay Tuu, Dong Ngac, Nghia Do, Phu Dien and Xuan Dinh. This is a group A project, a level I technical infrastructure project; the design term of the main project is 50 years. The Hanoi City Infrastructure and Agricultural Construction Investment Project Management Board is the investor.

The scale of the project includes: building a wastewater treatment plant in the West of Nhue River with a capacity of 70,000m3/day-night by 2035, an area of about 6.5ha, using improved S BR technology. The project also invests in a D300D1500 self-ologous sewer system of about 29.2km long with separation wells and wells.

The project will be implemented in the 2025-2030 period, aiming to concretize the investment content in the Hanoi Drainage Plan to 2030, with a vision to 2050 in basin S4 (2,837ha) - an area facing serious wastewater pollution. The construction of a wastewater treatment system for the S4 basin is aimed at synchronization, including a network of main sewers, spillways, culverts and centralized wastewater treatment stations, as a foundation for a completely separate wastewater drainage system. Modern treatment technology ensures that wastewater is collected and treated according to standards before being discharged into the environment.

The Hanoi People's Committee assigned the City's Management Board of Investment and Construction of Technical Infrastructure and Agriculture Projects to be responsible before the law for the accuracy of the volume, cost; results of calculation of the structure; the legality of the approval dossier and the capacity of the organizations and individuals participating in the survey and project establishment. At the same time, the unit must research and review the technical infrastructure system of the area, update the connection plan appropriately, ensure optimal "efficiency" and economy in terms of technology, and operate synchronously with the infrastructure inside and outside the project.

The Department of Agriculture and Rural Development and the Department of Natural Resources and Environment are assigned to preside over and coordinate with relevant localities to monitor, guide and speed up site clearance in accordance with regulations.

The Department of Construction will update the project content into the specialized planning, while performing the function of project quality management according to regulations.

The Department of Finance is responsible for balancing capital sources and reporting to the Hanoi People's Committee to arrange capital for the project, ensuring implementation on schedule.

The People's Committees of Thuong Cat, Tay Tuu, Dong Ngac, Nghia Do, Phu Dien and Xuan Dinh wards will organize site clearance work, ensuring construction conditions for investors to implement the project according to plan.

Other relevant units are responsible for coordinating and guiding the investor to implement the project in accordance with legal regulations; responsible within the scope of state management for related contents during the project implementation process.
