The Hanoi People's Committee has just submitted a draft Resolution regulating fines for a number of administrative violations in the field of road traffic in the city.
The draft is being solicited for comments.
According to the Hanoi People's Committee, the awareness of traffic participants in recent times is still limited, participating in traffic based on subjective awareness, the situation of violators continues to be repeated for certain violations (not obeying road markings, traffic signs, not wearing helmets, going in the wrong direction, entering prohibited roads, wrong lanes, not obeying traffic lights, stopping and parking in violation of regulations...).
In addition, traffic accidents are always at a high number. The rate of increase in traffic vehicles year after year compared to the previous year is about 2-4%.
"On December 26, 2024, the Government issued Decree No. 168/2024/ND-CP stipulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deducting points and restoring points on driving licenses; although the penalties for some violations have been increased, in light of the city's reality and the situation of violations of traffic order and safety, it is necessary to continue to impose increased penalties for some violations to raise people's awareness of voluntary compliance when participating in traffic, gradually forming a traffic culture in the city, controlling and reducing traffic congestion and traffic accidents" - the content of the draft Resolution stated.
Accordingly, the Resolution stipulates increased fines for a number of violations such as: Failure to comply with instructions, road markings, and signs; entering prohibited roads; wrong road section or lane; stopping or parking illegally; carrying more people than prescribed; not wearing helmets; reversing, changing lanes, changing direction, overtaking illegally; picking up or dropping off passengers illegally; speeding; carrying or loading goods or overloading; violating alcohol concentration; weaving; honking, revving the engine; a number of violations in training, testing, and granting driver's licenses, in vehicle registration, using roads, sidewalks, and transportation business...
Some acts under current regulations have low fines, the draft Resolution of the city proposes to increase them by 2 times, and acts with high fines are proposed to increase them by 1.5 times. Proposed fines for 107 violations in the field of road traffic:
