Politburo member, Secretary of the Hanoi Party Committee Tran Duc Thang on June 10 signed and issued Directive No. 16-CT/TU of the Standing Committee of the City Party Committee on strengthening the leadership and direction of Party committees at all levels in implementing the investment project of the Red River Landscape Avenue.
Accordingly, the Standing Committee of the City Party Committee requested Party committees, authorities, the Fatherland Front and socio-political organizations from the city to the grassroots level to thoroughly grasp the viewpoint of considering the project implementation as a particularly important political task of the entire city's political system, according to the motto "localities decide, localities do, localities take responsibility".
The Standing Committee of the City Party Committee emphasized the requirement to ensure harmony of interests of the State, people and society; take the people as the center, as the subject of the development process; fully ensure the legitimate and lawful rights and interests of the people in accordance with the law.
The Standing Committee of the City Party Committee assigned the Party Committee of the City People's Committee to direct the City People's Committee and departments, branches, and functional agencies to focus on fully and synchronously implementing investment procedures; ensuring the progress of investment preparation, site clearance, construction of resettlement areas and project implementation in accordance with legal regulations. At the same time, regularly review and evaluate the progress, quality, and effectiveness of the implementation of component projects and overall projects in the area.
Along with that is strengthening supervision of land recovery, compensation, support, resettlement and resolving people's recommendations; proactively preventing, detecting, and rectifying manifestations of management laxity, irresponsibility, causing losses and waste; promptly proposing to improve mechanisms and policies and remove difficulties and obstacles arising in the implementation process.
The Standing Committee of the City Party Committee requests strict implementation of the principles of publicity, transparency, democracy, and objectivity throughout the process of planning, land recovery, compensation, support, resettlement and project implementation; ensuring that people have access to accurate, complete, and timely information.
The Party Committee of the City People's Committee is assigned to direct the development of a survey plan, deploy synchronous solutions to support vocational training, job conversion, create sustainable livelihoods, create favorable conditions for people to access medical services, and ensure learning conditions for children of households subject to land acquisition. The new residence must have synchronous technical infrastructure and social infrastructure, living conditions and essential services equal to or better than the old residence.
At the same time, the city will establish a mechanism for public and regular dialogue with the people; strengthen the application of information technology in receiving and processing reflections and recommendations; proactively review and classify complaints, denunciations, and recommendations related to the project; promptly resolve the legitimate aspirations of the people, not allowing hot spots and complex cases of security and order to arise.
For 16 communes and wards where the project is implemented, the Standing Committee of the City Party Committee requests to promote the pioneering and exemplary role of cadres and party members; the role of heads of Party committees and local authorities in ensuring security, order and stabilizing people's lives throughout the project implementation process.
Each locality must establish a working group headed by the Party Secretary to directly direct, inspect, and supervise the implementation of the project; develop specific plans, clearly assign people, work, responsibilities, and progress.
Heads of agencies, units, and localities must be responsible to the Standing Committee of the City Party Committee if delays, violations of the law, hot spots of security and order arising, prolonged mass complaints or corruption, wastefulness, and negativity occur within their management scope...
