Information on the implementation of the Red River Landscape Avenue project
On May 19, Mr. Truong Viet Dung - Vice Chairman of Hanoi People's Committee - said that according to the Master Plan of the Capital with a 100-year vision, the Red River Landscape Avenue is identified as one of the 9 development driving axes of the Capital, playing the role of a central green space axis, and also an economic, commercial, service, cultural, creative and urban axis along both sides of the Red River.
According to the investment policy decided by the City People's Council, the project has a land use scale of about 11,418 ha, including 5 groups of projects, with component projects as follows:
Group 1 - Traffic route investment projects; Group 2 - Park investment projects; Group 3 - Investment projects in embankments and riverbed and riverbank rectification; Group 4 - Investment projects in resettlement urban areas, reconstruction; Group 5 - Independent site clearance projects.
The Hong River Landscape Avenue axis is deployed in 16 communes and wards.
The expected implementation progress is from 2026 to 2038. In which, the 2026-2030 period prioritizes focusing on investing in main infrastructure projects such as the scenic avenue axis on both sides of the river; embankment and riverbed-bank regulation works; Phu Thuong ward public park; park at the riverbank of Hong Ha ward, settlement urban areas and independent site clearance projects; the 2030-2038 period continues to complete the remaining component projects.
Preliminary total investment of the project is about 736.963 billion VND. The preliminary payment land fund is arranged in urban development land areas within the project scope with an area of about 2,655.8 ha; the remaining land fund will be reviewed and determined at a part of the recovered land fund of slow-progress projects and the land fund expected to be paid for BT projects in the city.
Expected implementation plan, according to the Hanoi People's Committee, in the coming time, the city will focus on deploying construction and completing the Phu Thuong ward Public Park project;
Prioritize the deployment of the Residential Urban Area in Long Bien ward and focus on completing procedures to start and construct the Multi-purpose Urban Area in Thu Lam and Dong Anh communes, in order to meet the needs of resettlement and solve livelihoods for people.
The city's viewpoint is to prioritize investing in projects serving resettlement and reconstruction before synchronously implementing other items of the project.
The city has assigned the Hong Ha Ward People's Committee to preside over and coordinate to guide investors in choosing locations and locations for the planning display area of the Red River Landscape Avenue project and displaying model apartments of urban areas serving settlement...
For the remaining component projects, the City will direct phased investment in accordance with the scope, scale and actual implementation conditions of each project.
Preparing housing and land funds for resettlement
Regarding the preparation of housing and land funds for resettlement, representatives of the Hanoi People's Committee informed that the current total population is about 247,431 people with about 70,474 households.
The City People's Committee clearly recognizes that this is a large-scale project with a wide scope of impact and directly related to the lives of people in many areas along the Red River.
Therefore, the city's consistent viewpoint is to always ensure the legitimate and lawful rights and interests of the people in accordance with legal regulations; and at the same time prioritize the implementation of projects to serve resettlement and reconstruction to stabilize the lives and livelihoods of people in the area affected by the project.
The review and determination of the scope of impact, site clearance and resettlement arrangement will be carried out in stages, based on planning, technical plans and actual conditions of each area; ensuring compliance with legal regulations, minimizing the impact on people's lives and livelihoods.
The resettlement arrangement for households is implemented according to the principle of being equal to or better than the old residence, expected in resettlement and reconstruction urban areas including Long Bien, Linh Nam and Bat Trang.
In which, the settlement urban area in Long Bien ward has a scale of about 201 ha, meeting about 40,000-42,000 settled apartments; The settlement urban area in Linh Nam ward has a scale of about 98ha, meeting about 15,000-16,000 settled apartments...
The multi-purpose urban area in Thu Lam and Dong Anh communes, with a scale of about 700ha, is completing detailed planning procedures at a scale of 1/500, preliminarily meeting about 16,000-18,000 residential land plots.
The total number of land-based settlement apartments and high-rise apartments is expected to be about 79,000-85,000 units, basically meeting the resettlement needs of households affected by the investment project to build the Red River Landscape Avenue.
