The Hanoi People's Committee has just issued Document No. 4851/UBND-NC on ensuring security and safety of flight operations of the Air Defense - Air Force (PKKQ) during the celebration, parade, and parade of the 80th anniversary of the August Revolution and National Day on September 2.
The document stated that in recent days, in Hanoi, there have been many activities to release flying objects (flying balloons, sky lanterns, toys that can fly...), using illegal flying flycams of organizations and individuals, affecting the work of ensuring security and safety of flight operations of the Air Force to practice flight to serve the 80th Anniversary of the August Revolution and National Day on September 2.
During the period from August 28, 31 and September 2, 2025, the PKKQ Army will continue to organize a training flight and participate in the 80th Anniversary of the success of the August Revolution and National Day.
To ensure the security and safety of the flight operations of the PKKQ Army, the City People's Committee requests departments, branches, sectors, People's Committees of communes and wards to thoroughly grasp, educate and disseminate the content of Decree 36/2008/ND-CP dated March 28, 2008 of the Government on the management of unmanned aerial vehicles and super light flying vehicles (now known as other flying vehicles); Decision No. 95/QD-TTg dated July 17, 2009 of the Government on the ban on production, import, storage, transportation, trading, burning and releasing "sky lights"; Decree No. 144/2021/ND-CP dated December 31, 2021 of the Government on Regulations on administrative sanctions for violations in the fields of security, order, and social safety; prevention of social evils; fire prevention, fighting; rescue; prevention of domestic and domestic violence.
Regarding some specific tasks, the city requested the City Police to direct agencies and units under their authority to grasp the situation in the area, coordinate with relevant functional forces to ensure maintaining security and order in the area; strengthen patrolling, controlling, promptly detecting, preventing, and strictly coordinating the handling of activities of buying, selling, releasing kite, balloons, toys that can fly, burn and release sky lanterns... affecting the flight activities of the PKKQ Army.
The Hanoi Capital Command directs the Defense Commands of the area to notify agencies, organizations and individuals to temporarily suspend the operation of drones and other flying vehicles licensed by the Combat War Department/General Staff; coordinate with functional units to apply UAV drones for violations, confiscate and handle violations according to the provisions of law.
The Hanoi Department of Culture and Sports coordinates with relevant agencies and units to effectively carry out propaganda work on mass media; encourage people not to buy, sell, release kitchens, balloons, toys that can fly, burn and release sky lanterns... affecting the training flight and celebration ceremony of the still-in-law army.
The Department of Science and Technology strengthens propaganda work on digital platforms, communication information systems at all levels, legal regulations on flight management, skylight management; coordinates with departments, branches and sectors to encourage people not to buy, sell, release kites, balloons, toys, burn and release sky lanterns...
The People's Committees of wards and communes have strengthened propaganda, education, and mobilization of people not to buy, sell, or release kite, hot air balloons, flyy toys that can fly, burn, or release sky lanterns, etc., affecting the practice flight and celebration of the anniversary of the Turkish Army.
