The City People's Committee has just issued a decision on approving the Project "Overall management of construction solid waste in Hanoi city until 2030".
According to the approved project, the specific goal is to strive to achieve the target of 90% of the total amount of solid construction waste (CTRXD) generated in urban areas collected and treated to meet environmental protection requirements, of which 60% is reused or recycled into recycled products and materials using appropriate technologies.
At the same time, applying materials from recycled construction materials to construction works, requiring 100% of construction works using state budget capital to use materials recycled from construction materials to replace materials exploited from resources; encouraging works using non-budgetary capital and implementing from 2025 to 2030.
To effectively implement the above goals, the City People's Committee requested the implementation of 7 tasks with an estimated budget of 27.2 billion VND.
Accordingly, supplement and complete mechanisms, policies and legal documents on management of land use rights to improve state management capacity of land use rights management at all levels from the city level to the commune, ward and town level; invest in and build land use rights processing facilities to meet arising needs, in order to fundamentally overcome the shortage of processing locations; diversify investment sources for land use rights processing activities.
At the same time, strengthen the capacity to manage and supervise land use rights to strictly control synchronously from the collection and transportation stage to handling land use rights, gradually overcome the situation of illegal dumping causing environmental pollution; build a model for collecting, transporting and handling land use rights in accordance with actual conditions in Hanoi city, to improve the effectiveness of land use rights management.
Complete support policies, regulate the use of post-recycling products from CTRXD such as: post-recycling products of CTRXD, unburnt bricks, ...; strengthen and diversify forms of communication; strengthen research, application of science and technology and international cooperation in management and handling of CTRXD.
Regarding solutions for management and supervision, assign responsibility to heads of units, localities, and individuals assigned to be in charge if there is a situation of dumping waste, waste, and construction waste in the wrong place; strengthen inspection, examination, and handling of violations of the law on management and handling of land use rights of investors, waste owners, collectors, transporters, and handling associated with activities; require land use rights vehicles to install positioning devices and provide accounts to local management agencies.
