Based on the developments of storm No. 1 and the directing telegrams of the City People's Committee, the Hai Phong City Civil Defense Command requests to ban tourist ships and boats from fishing out to sea; and at the same time temporarily suspend tourism and entertainment activities at sea and islands; exploitation, aquaculture, fishing and other activities in the river mouth and coastal areas from 4:00 PM on July 3, 2026.
The City Border Guard Command, People's Committees of coastal communes and wards and special zones urgently notify and call on ships operating at sea, laborers on aquaculture cages and watchtowers to move to safe shelters; arrange anchoring, arrange ships and boats, avoid collisions and sinking. The above tasks must be completed before 7 pm on July 3.
Functional forces resolutely prevent and not allow fishing boats and inland waterway vehicles to enter or stay in shelters when the weather is dangerous; if necessary, coercive measures will be applied according to regulations.
The Border Guard Command of Hai Phong City directed coastal border posts to organize fireworks displays, call ships and boats to return to shelters; and at the same time prepare forces and vehicles to participate in search and rescue when requested.
According to the forecast bulletin of Hai Phong Hydrometeorological Station, at 13:00 on July 3, the center of storm No. 1 was located at about 17.6 degrees North latitude; 109.9 degrees East longitude, about 90 km south of Hainan Island (China). The strongest wind near the center of the storm was level 8-9 (62-88 km/h), gusting to level 11; the storm moved slowly in a West-Northwest direction at a speed of about 7 km/h.
