According to the National Center for Hydro-Meteorological Forecasting, on the morning of July 3, the tropical depression in the Northwest of the Hoang Sa special zone strengthened into storm No. 1 of 2026, internationally known as Maysak.
At 4:00 AM on July 3rd, the storm center was at about 17.3 degrees North latitude; 110.1 degrees East longitude, over the sea area in the Northwest of the Hoang Sa special zone, the strongest wind was level 8, gusting to level 10, moving in the West direction at a speed of about 10km/h.
It is forecasted that by the morning of July 5, the storm will move into the sea area of Quang Ninh - Hai Phong, continuing to maintain intensity level 8, gusting level 10. Natural disaster risk level 3.
Before the storm's developments, the Chairman of Hai Phong City People's Committee requested the Chairmen of People's Committees of communes, wards, special zones and heads of departments, agencies, and branches to absolutely not be subjective or negligent; closely monitor the storm's developments, deploy response plans at the highest level to ensure the safety of people's lives and minimize property damage.
Localities must urgently review plans to evacuate people in low-lying areas, areas at risk of landslides, and houses that are not safe; prioritize protecting the elderly, children, students and vulnerable groups.
For coastal localities, the city requests to count all ships, watercraft, cages, and aquaculture watchtowers; requests all vehicles to enter safe shelters, strictly prohibiting people from staying on ships and cages when the storm makes landfall.
According to the telegram, the completion of bringing boats and cages into shelters must be completed before 12:00 on July 4, especially Bach Long Vi special zone must be completed before 12:00 on July 3.
Localities promptly notify tourists and accommodation establishments about storm developments; do not allow people and tourists to operate in coastal areas when the storm affects them.
The Border Guard Command of Hai Phong City continues to count, notify, and guide ships operating at sea to urgently move to safe shelters; strictly manage the operation of fishing boats, tourist boats, transport ships and maintain contact to handle arising situations.
The Department of Agriculture and Environment regularly updates storm developments, inspects dyke and dam safety, directs the protection of agricultural and aquatic production; and at the same time advises on issuing documents prohibiting activities on rivers and seas when necessary.
The Department of Construction presides over ensuring smooth traffic, inspecting old apartment buildings, under construction projects, ports, wharves and public works; proactively draining water, treating flooded points and overcoming traffic incidents.
The Department of Culture, Sports and Tourism reviews storm prevention and control work at tourist areas and relics; Hai Phong Economic Zone Management Board deploys safety assurance plans at industrial parks; press agencies strengthen information on storm developments and guide people to proactively prevent and avoid.
Hai Phong City People's Committee requests departments, branches, and localities to organize serious duty shifts, fully implement reporting regimes, and be responsible to the Chairman of the City People's Committee if damage occurs due to subjectivity and irresponsibility in directing and responding to storms.
