On January 26 (27th of December in the lunar calendar, 27th of Tet), reporters of Lao Dong Newspaper received feedback from a number of teachers and school staff in Vinh City who had not yet received their January 2025 salaries.
A teacher at Le Thi Bach Cat Secondary School, who asked to remain anonymous, said: “I am a contract teacher at the school for many years, with an indefinite labor contract. For many years, I have worked stably here and received a normal salary. But until now, I have not received my salary for January 2025, while the permanent teachers have received their salaries. Because it is almost Tet but I have not received my salary, I am very difficult, mentally confused and worried.”
It is known that Le Thi Bach Cat Secondary School has 3 teachers and 1 contract employee who have not been paid for January 2025.
Speaking to reporters, Ms. Tran Thuy Thanh - Principal of Le Thi Bach Cat Secondary School confirmed that up to now, some teachers and contract employees of the school have not received their January 2025 salary.
“The reason for this incident is that since January 2025, the Vinh City People's Committee has stipulated that teachers and contract employees receive salaries from the unit's autonomous revenue source. Therefore, the treasury refuses to disburse money from the budget to pay salaries for this group of people,” said Ms. Tran Thuy Thanh.
Le Thi Bach Cat Secondary School was formerly located in Cua Lo town. From January 1, 2025, the entire Cua Lo town was merged into Vinh city, so the school was transferred to the city's management.
According to research, some schools that were formerly in Cua Lo town and have now moved to Vinh city have dozens of teachers and contract employees. Since the time of transfer to Vinh city management, according to regulations, contract employees are paid salaries from the unit's revenue, but because some schools have not processed in time, the treasury has also stopped approving salaries from January 2025 for these teachers and contract employees.
Ms. Hoang Phuong Thao - Head of the Department of Education and Training of Vinh City said: "The fact that some teachers and contract employees have not received their January 2025 salary is due to changes in regulations after Cua Lo town merged into Vinh City, so the schools have not been able to handle it in time. After Tet, we will review and focus on resolving the issue, ensuring that the policies and regimes are in accordance with regulations for these teachers and employees."
Chairman of Vinh City People's Committee Tran Ngoc Tu also said that regarding the content of some teachers and contract employees not receiving their January salary, the city has sent a document to the province to request a solution, in order to ensure the rights of teachers and workers and create stability in the operations of the units.
