Present at Khe Hang Bridge on Ho Chi Minh Road (km 418 + 629) in December 2024, the reporter observed with the naked eye many sections of thin asphalt pavement. The bridge railing showed signs of damage.
It is worth noting that the Khe Hang Bridge repair package was only approved by the Hanoi Department of Transport in November 2023. The winning bidder is a consortium of Tin Thinh Construction Investment Joint Stock Company - VSBCO Vietnam Joint Stock Company with a winning bid price of over VND 4.7 billion. The contract implementation period is 120 days. This means that the bridge repair project has only been completed for a few months.
Not far away, Vai Reo Bridge on Ho Chi Minh Road also had its contractor approved from November 2023. The winning bidder for repairing this bridge is Sumen Viet Nhat Joint Stock Company, the winning bid price is more than 4.5 billion VND. The implementation time is also 120 days.
At Kim Nguu - Den Lu bridge (Hoang Mai district, Hanoi) in December 2024, reporters observed many rusty and missing sections of the bridge railing, and many uneven sections of the road surface, especially the expansion joints on the bridge surface.
Speaking to Lao Dong Newspaper, Mr. Nguyen Van Quan - a resident of Kim Nguu area (name changed) - shared: "Kim Nguu - Den Lu bridge is regularly maintained and has recently been repainted. However, the current state of the bridge has deteriorated. Although it is only a small bridge, it still needs to be repaired and maintained according to the correct procedures."
According to the investigation, the Kim Nguu - Den Lu bridge repair package was approved by the Hanoi Department of Transport to select a contractor in August 2022, the implementing unit is Tin Thinh Investment and Construction Joint Stock Company with a repair price of more than 1.6 billion VND. The construction time according to the winning bid decision is 90 days.
Not only Kim Nguu - Den Lu bridge, many bridges in Hanoi also show signs of deterioration.
At Yen So Bridge (Hoai Duc District, Hanoi), many potholes on the bridge surface pose a potential risk to traffic safety. It is known that the bid package for repairing Yen So Bridge was approved by Hanoi in September 2022, the construction unit is VSBCO Joint Stock Company, the bid package is over 2.1 billion VND.
Speaking to Lao Dong Newspaper, Mr. Nguyen Xuan Truong - a resident of Cat Que Commune (Hoai Duc) - said: "Yen So Bridge is currently showing signs of deterioration, the uneven road surface can be dangerous for road users. This road section has many people in the area traveling, especially at night, which is potentially dangerous."
This situation also occurs on many bridges in Dong Anh district.
That is Viet Thang bridge, the construction unit is Tin Thinh Investment and Construction Joint Stock Company - Kien Hung Consulting and Construction Joint Stock Company, the winning bid price is over 2.2 billion VND; Kenh Giua bridge is constructed by Sumen Viet Nhat Joint Stock Company with the winning bid price of over 2.4 billion VND. Kim Chung bridge is also constructed by Sumen Viet Nhat Joint Stock Company with the winning bid price of over 2.4 billion VND.
To learn more about the quality assurance of bridge repair and maintenance in Hanoi as well as post-construction supervision and inspection, Lao Dong Newspaper reporters have contacted the Hanoi Department of Transport and the Traffic Works Maintenance Board many times, but have not received any response so far.
In October 2024, the Hanoi People's Committee issued Document No. 3477/UBND-DT, approving the list of repairs and replacements of weak bridges and temporary bridges, with a total investment of more than 3,000 billion VND.
