Previously, Ho Chi Minh City People's Committee consulted voters in 80 wards subject to merger. As a result, 961,533 voters were consulted, of which 91.28% of voters agreed with the arrangement policy; 1.92% of voters disagree and 491 other opinions. It is expected that Ho Chi Minh City will complete the merger of 80 wards in the third quarter of 2024.
Regarding the project to develop the urban railway network in Ho Chi Minh City according to Conclusion 49 of the Politburo, Ho Chi Minh City aims to complete 6 metro lines with a total length of 183 km from now to 2035.
6 routes include: Route No. 1 (Depot Long Binh - Ben Thanh - An Ha) 40.8 km long; Route No. 2 (An Suong - Ben Thanh - Thu Thiem) is 20.2 km long; Route No. 3 (Hiep Binh Phuoc - Dan Chu Roundabout - Tan Kien - An Ha) is 29.5 km long; Line 4 (Depot Dong Thanh - Ben Thanh - Ba Chiem Station, Belt 3) is 36.8 km long; Line 5 (Vo Chi Cong Station (Ring 2) - Bay Hien - Da Phuoc Depot) is 32.5 km long; Route 6 (Ba Queo - Tan Son Nhat Airport - Binh Trieu - Phu Huu) is 22.8 km long.

Preliminary total investment for the period from now to 2035 (not including Metro No. 1 investment capital) is about 837,000 billion VND (equivalent to 34.9 billion USD).
According to the project, in the structure of capital mobilized to build metro lines, there is no ODA loan.
Accordingly, the Central budget capital supports 9.75 billion USD; Ho Chi Minh City budget is about 8.62 billion USD; The source of increased Central budget revenue from revenues divided between the Central budget and Ho Chi Minh City budget is more than 7 billion USD. In addition, there are two sources of revenue from land auctions around the stations (TOD model) of 5 billion USD and 6.4 billion USD from local bonds.
Regarding policy mechanisms, Ho Chi Minh City proposed 6 policy groups with 28 mechanisms. Among them, there are 17 mechanisms and policies under the promulgation authority of the National Assembly; 11 mechanisms and policies fall under the Government's promulgation authority.
It is expected that the contents of specific policy mechanisms for urban railway development will be submitted to the National Assembly at the meeting in late 2024 or early 2025.
