The Red River embankment project in Lao Cai is a key project to protect the lives and property of people living along the river from the increasingly serious risk of landslides.
However, after many years of implementation, the project progress is still sluggish due to problems in site clearance. This not only delays the project but also makes people live in anxiety as the rainy and stormy season approaches.

Mr. Nguyen Van Thang (Lao Cai city) said: "The anti-erosion embankment project plays a very important role in ensuring the safety of the Red River bank.
After the storm and flood in early September, ensuring the safety of households living along the banks of the Red River became more urgent than ever. Therefore, people hope that the construction unit will complete the project soon, helping to minimize damage when floods occur."
Other households also said that the embankment construction project shows the concern of the authorities at all levels for the riverbank landscape and the safety of the people. The early use of the project helps limit landslides on the Red River bank, creating a more open landscape.
According to research, the project to build embankments to prevent landslides on the Red River bank (phase 2) was approved by the Ministry of Agriculture and Rural Development, with a total investment of 300 billion VND, sourced from the state budget. The Lao Cai Provincial Construction Investment Project Management Board is the investor.
The embankment construction was carried out in Xuan Tang ward, Lao Cai city, on a land area of 14.9 hectares, of which 9.4 hectares were for the main project and 6.2 hectares for auxiliary items.
The project was built to prevent erosion, enhance flood resistance, ensure the safety of life and property of residential areas along the Red River and public works and administrative agencies of Lao Cai city.
The embankment has a total length of 3,270 m, running along the right bank of the Red River, starting from the Ngoi Duong stream outlet and ending at Lang Giang bridge. The units in charge of the construction are the 319 Corporation of the Ministry of National Defense, Dai An Construction Investment Joint Stock Company and Construction Joint Stock Company.
The project was started in February 2023 and is expected to be completed in December 2024. However, due to site clearance issues, it remains unfinished.
According to information from the Lao Cai Provincial Construction Investment Project Management Board, the investor and construction unit have coordinated with local authorities to mobilize and propagate people to clear trees, crops and hand over the site with a length of 1,937/3,209.6 m (about 60% of the route length); the remaining 1,273 m along the route has no site.
Currently, the Board is coordinating with local authorities to continue to propagate, mobilize, and dialogue so that people can clear up their assets on the land and hand over the site to implement the project on schedule.
In case of intentional non-handover, a record of administrative violation will be drawn up and a decision will be issued to sanction the encroachment and use of public land.
