From April 1, 2026, dossiers for continuing to receive monthly pensions and social insurance allowances are implemented according to the provisions of item 11 of Appendix I issued with Decision 313/QD-BHXH in 2026.
Accordingly, the dossier for continuing to receive a pension is applied according to the provisions of Clause 3, Article 75 and Article 80 of the 2024 Law on Social Insurance. People carrying out procedures need to have a written request according to Form 14-HSB, which clearly states the request to continue to receive a pension or monthly social insurance allowance.
In addition to the request document mentioned above, the beneficiary must include one of the corresponding documents for each specific case.
Specifically, for cases of illegal exit and return to the country, the dossier needs to have a document from a competent state agency regarding the return to the country for legal settlement.
For cases previously declared missing or dead, the necessary document is a court decision revoking the decision declaring missing or the decision declaring dead.
For people benefiting from social insurance benefits through personal accounts opened at banks of supporting payment organizations or social insurance agencies, the dossier needs to have information verification results that meet the conditions for enjoyment.
Meanwhile, for cases of completing imprisonment from January 1, 1995 to before January 1, 2016, the dossier needs to have a copy of one of the documents such as: certificate of completion of imprisonment, special amnesty for early release from prison, or decision on exemption or temporary suspension of imprisonment.
The new regulation is considered an important basis for people to prepare correct and complete dossiers when carrying out procedures to continue receiving pensions from 2026, avoiding wasting time on supplementing documents.
The latest pension continuity dossier according to Decision 313 in 2026 is therefore information that people currently enjoying the regime need to pay special attention to when carrying out procedures in the coming time.
