Supporting more than 4 million turns of students in difficult circumstances to access preferential capital sources

The Vietnam Bank for Social Policies (VBSP) has supported more than 4 million turns of students in difficult circumstances to access preferential capital sources.

On August 5, the Ministry of Justice publicly announced the Appraisal Dossier of the Prime Minister's Draft Decision on credit for students.

In the draft submission submitted for appraisal, the Ministry of Finance said that, according to the report of VBSP, total loan turnover as of May 31, 2026 reached 92,532 billion VND, with an average loan turnover of 4,870 billion VND/year.

Outstanding debt as of May 31, 2026 is 24,475 billion VND with 355,805 households still having outstanding debt.

The credit quality of the program is relatively effective, as of May 31, 2026, overdue debt of the program is 64.9 billion VND, accounting for only 0.27% of the total outstanding debt of the program; frozen debt is 36.4 billion VND, accounting for only 0.15% of the total outstanding debt of the program.

After 19 years of implementing this credit policy, VBSP has supported more than 4 million turns of students in difficult circumstances to access preferential capital sources, feel secure in their studies, contributing to reducing dropout rates, improving people's intellectual level; quality of human resources for the country, contributing to the implementation of poverty reduction and equality in education.

The credit policy for students is assessed as a policy of significance in terms of economy, politics and society, in line with the people's wishes, creating high consensus among sectors, levels, and the social community; with profound humanity, high socialization, related to many levels, many sectors, many organizations and individuals from central to local levels participating in implementation from the stage of creating and mobilizing capital sources to organizing lending, debt recovery and handling.

In the process of implementing the above policy, the Ministry of Finance also chaired and coordinated with relevant ministries, sectors and VBSP to review and report to the Prime Minister for consideration and decision to adjust the maximum lending level 7 times (years 2009; 2011; 2013; 2015; 2017; 2019 and 2022) to suit the socio-economic context, living conditions, living expenses, and tuition fees of students at the time of adjustment.

Notably, the Ministry of Finance said about the loan capital level: Currently, compared to 2022 (the year the Prime Minister issued Decision No. 05/2022/QD-TTg adjusting the maximum loan level to 4 million VND/month), tuition fees and living expenses (including: costs of buying books, studying, accommodation, travel) have had many major changes, increasing compared to 2022; therefore, with a maximum loan level of 4 million VND/month/student, students are no longer suitable for reality.
