Vietnam Social Security said that many powers of attorney to receive monthly pensions and social insurance allowances will expire before July 1, 2026 according to the provisions of the 2024 Social Insurance Law. According to new regulations, powers of attorney to receive on behalf of others are only valid for a maximum of 12 months; powers of attorney issued under the 2014 Social Insurance Law are only valid until the end of June 30, 2026.
Ms. Hoang Xuan Huong's mother (Kim Lien ward, Hanoi) is over 90 years old this year. Due to old age and weak health, she cannot walk on her own and is completely dependent on the care of her children and grandchildren.

According to Mr. Nguyen The Linh - Deputy Director of Dong Da Grassroots Social Insurance, this is one of the outstanding support activities of the unit. Currently, Kim Lien Ward People's Committee is guiding neighborhood group leaders to review and make a list of cases who cannot travel to transfer to the Public Administrative Service Center, thereby arranging forces to go to the place to support the establishment of authorization procedures.
Nearly 2,000 cases are about to expire their pension payment authorization.
According to the review of the Culture and Social Department of Kim Lien ward, there are currently about 1,900 people in the area receiving monthly pensions and social insurance allowances through accounts in the form of authorization and the authorization period will expire in June 2026.
To ensure that the payment of pensions and social insurance allowances is not interrupted, the Kim Lien Ward Department of Culture and Social Affairs has coordinated with Branch of Public Administrative Service Center No. 3 and Dong Da grassroots social insurance to organize points of certification of authorization signatures to receive pensions and social insurance allowances on behalf of residents right in residential areas.
Records show that arranging dossier receiving points according to each residential group helps people, especially the elderly, significantly reduce travel time and effort. Instead of having to go to administrative agencies or public administrative service centers, people can carry out procedures right in their residential area according to the schedule announced in advance.
Present early at a check-in location, Ms. Nguyen Thi Thua said that she came to make a letter of authorization to receive a pension for a relative due to poor health and difficulty walking. According to her, thanks to the specific guidance of social insurance officials, the dossier was completed in a short time.
Ms. Thua said: "Previously, I received pensions instead of relatives in cash. About two years ago, after being supported to open a bank account, I switched to receiving through an account. This form is much more convenient, and receiving pensions is also faster and safer.
Mr. Nguyen The Linh, Deputy Director of Dong Da Grassroots Social Insurance, said that Kim Lien ward is the area with the largest number of people receiving pensions and social insurance allowances in the form of authorization among the wards managed by Dong Da Grassroots Social Insurance.
Through practical implementation, many elderly people, people with weak health and vulnerable groups have difficulty traveling to complete procedures according to regulations. Therefore, Social Insurance has coordinated with localities to organize support points in residential areas, and at the same time send officials to their homes for special cases, to ensure that the payment of pensions and social insurance allowances is not interrupted," Mr. Linh said.
According to the plan, support activities will be implemented from June 1 to June 15, 2026, in the time frame from 8:00 AM to 11:30 AM. Each location will serve residential groups according to a specific assigned schedule to avoid crowded gatherings, and at the same time ensure that the receipt of dossiers and certification are carried out smoothly and on schedule.
