Mr. Ha does not have a 3-wheel driving license, nor does he understand the regulation that this vehicle is prohibited from operation. On March 20, Mr. Ha was carrying 2 bags of goods on Dong Tien Street (La Phu Commune) when he was discovered and had his vehicle confiscated by a working group of Road Traffic Police Team No. 9 (Hanoi Traffic Police Department) in coordination with La Phu Commune Police.
"The owner of the factory said that I only took this car in the yard, but today there was something so I took the goods out. Seeing many vehicles like this on the road, I didn't think it was banned" - Mr. Ha said.
On March 20 alone, the authorities discovered and confiscated 5 homemade 3-wheeled vehicles in La Phu commune. Some people have brought homemade vehicles to hand over when mobilized.
Informing reporters, Lieutenant Nguyen Van Hoang - La Phu Commune Police officer - said that there are currently more than 100 homemade vehicles in operation in the area, of which only 3 are registered and licensed. Currently, local authorities are continuing to propagate and call on people to voluntarily hand over and dismantle homemade vehicles. According to Senior Lieutenant Hoang, because it is related to people's livelihoods, there are many difficulties in the handling process.
