According to the new regulations of the Law on Social Insurance (BHXH) 2024, many powers of attorney for receiving pensions and social insurance allowances issued previously will expire from June 30, 2026. This means that people who are receiving benefits through the form of authorization must soon redo the power of attorney or switch to receiving money through personal accounts to avoid interrupting their rights.
According to Hanoi Social Insurance, authorizations to receive pensions and social insurance allowances issued before July 1, 2025 are only valid until the end of June 30, 2026. For authorizations issued from July 1, 2025 onwards, the maximum validity period is 12 months from the date of signing. In case the term is extended after June 30, 2026, the authorization will only be recognized until the end of June 30, 2026.
According to Hanoi Social Insurance, as of June 17, nearly 72,000 people have completed the re-establishment of powers of attorney or switched to receiving pensions and social insurance allowances through personal accounts. However, there are still more than 20,000 cases that have not completed the procedures.
The main reason stems from the fact that most pensioners are elderly people, with limited health, facing difficulties in traveling to certify papers and submit applications. Besides, many people still do not clearly understand the new regulations or have a mentality of waiting until the deadline to implement them.
As the June 30 deadline approaches, many people are concerned about carrying out procedures in cases where pensioners are being treated for illness, hospitalized or are old and weak, and cannot directly go to functional agencies.
According to Hanoi Social Insurance, the People's Committees of wards are coordinating with the Public Administrative Service Center to review the list and send working groups to their homes to support authorization confirmation for these special cases.
Hanoi City Social Insurance recommends that people who are subject to re-establishment of powers of attorney urgently complete procedures before June 30 to ensure that the payment of pensions and social insurance allowances is not interrupted.
The dossier includes a certified power of attorney, citizen identification card of the authorizing person and the authorized person, and a request form according to the form. In case you do not present your citizen identification card, you must have a level 2 VNeID account.
People can submit applications directly at the social insurance agency, receiving points of the Public Administrative Service Center or through the postal system. In case of transferring to receiving pensions through personal accounts, procedures can be carried out online through the Public Service Portal of Vietnam Social Security.
