Delegate Le Thi Hong Tuoi - An Bien district unit - raised the issue: According to statistics, the entire health sector currently has more than 800 positions that have not yet been recruited, most medical facilities only contract people to join. working, this seriously affects the implementation of policies and causes psychological insecurity for workers.
The delegate asked the Director of the Department of Health to tell us how the recruitment process in the industry is currently carried out? Are people who work outside of the state's assigned quota and receive salaries from non-business income sources at medical facilities, with a focus on hospitals, being recruited according to the provisions of law? What is the solution in the near future? Why and when will the recruitment of civil servants for the entire health sector of the province be completed?
Director of Kien Giang Department of Health Ho Van Dung said that in 2022, the Department of Health will be approved by the Provincial People's Committee for a job position project in a public service unit under the Department of Health. In 2023, the Department of Health has compiled and developed a recruitment plan for salaried workers from the state budget for public service units under the department with 924 targets according to regulations. Recruitment results include 485 successful candidates, leaving 439 unfilled positions.
In 2024, the Department of Health will be assigned 7,005 people to work by the Provincial People's Committee, of which 5,316 people will work and receive salaries from the state budget and 1,689 people will work and receive salaries from revenue sources. Of the 1,689 people working for a salary from revenue sources, there are 518 people who will transfer the budget to revenue sources in 2022; In 2023, an additional 482 will be assigned and 314 will be transferred from the budget to revenue sources; In 2024, the budget will be converted to a revenue source of 375.
Up to now, the Department of Health has 5,637 people working, including people working for a salary from revenue sources and people working for a salary from the state budget, and 485 cases have passed the civil servant recruitment exam. There are 883 remaining contracts waiting for recruitment.
According to Mr. Dung, the reason why there are more than 800 positions that have not been recruited is because there are 439 positions in the health sector that have held recruitment exams but have not been recruited (some positions have no applicants, one Some positions were eliminated in round 1 and some positions were not accepted due to competitive positions).
Currently, the recruitment of Department of Health officials is being carried out according to Decision No. 10/2021/QD-UBND dated August 4, 2021 of the Provincial People's Committee, there is no written guidance or decentralization from competent authorities on recruitment. Using people to work and receive salaries from non-business income sources, the Department of Health has no basis for implementation.
“The Department of Health is waiting for instructions to implement the recruitment of salary workers from the competent authority's revenue source, and at the same time urgently review missing job positions according to the Job Position Project. has been approved and synthesized to develop a Plan to recruit people working in the health sector, expected to complete the Plan in the fourth quarter of 2024", Mr. Dung informed.
