On August 22, Mr. Lai Van Hoan - Vice Chairman of Hung Yen Provincial People's Committee, inspected the duty and readiness to respond to storm No. 4 in some coastal areas. According to reports, implementing the sea ban from 5 am on August 22, functional forces and localities focused on calling and guiding ships to safe shelters.
By 9 am on the same day, the whole province had 1,239 ships with 3,264 people doing business at sea. Of which, 1,237 vehicles with 3,253 workers were anchored at the wharf; 2 vehicles with 11 workers are operating in the sea area outside the province.

Through actual inspection, Mr. Lai Van Hoan requested departments, branches, and localities to absolutely not be subjective or negligent in the face of the diễn biến of storm No. 4; continue to strictly implement storm prevention and control plans according to the "4 on-site" motto, ensuring the highest safety for people and property.
The Vice Chairman of the Provincial People's Committee requested units managing and exploiting irrigation works to proactively drain water, open maximum culverts, be ready to operate electric pumping stations when necessary; maintain strict duty regimes, closely monitor the developments of storms and heavy rains, and be ready with forces and vehicles for rescue and relief, not to be passive or surprised.
In the Tan Son fishing port area, heavy rain appeared on August 22. Fishermen urgently reinforced boats and brought vehicles to safe shelters. Many households raising clams, aquaculture, seafood and fishermen on vehicles operating at sea and on rivers that are not safe were also evacuated to solid places.

Major Nguyen Quang Hai - Deputy Head of Diem Dien Port Border Guard Station, said that the unit has coordinated with local authorities to implement disaster prevention and control plans, assign forces to stick to the area, and support people and fishermen to move to safe shelters. Coordination between forces is being implemented closely and synchronously.
Faced with the developments of storm No. 4 and the risk of heavy rain, floods, and inundation, the Chairman of Hung Yen Provincial People's Committee requested departments, agencies, branches, units, businesses and People's Committees of communes and wards to proactively deploy response plans, absolutely not subjective or negligent.
For coastal areas, the Provincial Border Guard Command presides over and coordinates with localities to implement sea bans from 5 am on August 22, strictly prohibiting ships from going out to sea, stopping exploitation, aquaculture, seafood fishing and other activities in the river mouth, coastal, and offshore areas.
Functional forces are requested to urgently call, count, and guide ships to safe shelters, arrange vehicles at anchorages, prevent collisions, ship sinking, and prevent people from staying on vehicles before the storm makes landfall. These tasks must be completed before 8 am on August 22.
