Speaking with Lao Dong Newspaper, Mr. Nguyen Van Toan - Head of the Department of Natural Resources and Environment of Soc Son District - said: Right after the series of articles of Lao Dong Newspaper, on January 13, Vice Chairman of Soc Son District People's Committee Pham Quang Ngoc signed Document No. 94/UBND-TNMT on the inspection and handling of cases of soil exploitation and transportation in Nam Son and Hong Ky communes.
The District People's Committee assigned the People's Committees of Nam Son and Hong Ky communes to inspect and immediately suspend all activities of exploiting and transporting soil in the area under their management. At the same time, the two communes have measures to prevent and strictly prohibit organizations and individuals from arbitrarily exploiting and transporting soil in the area without permission from competent authorities. The Chairman of the People's Committee of Nam Son and Hong Ky communes is responsible before the law and the Chairman of the District People's Committee if violations of land and minerals occur in the area without taking measures to handle them.
The District People's Committee assigned the Soc Son District Police to inspect and strictly handle the subjects of land exploitation and means of transporting land violating the law in Nam Son and Hong Ky communes; clarify the responsibilities of violating organizations and individuals for strict handling according to the provisions of law. In case there is a basis for criminal violations, coordinate with the District People's Procuracy to prepare a case file and prosecute the accused according to regulations.
The People's Committee of Soc Son district also directed the Management Board of Construction Investment Projects of Soc Son district to inspect the projects being implemented in Nam Son and Hong Ky communes to strictly manage, prevent the excavation and transportation of soil out of the project and coordinate with local authorities to manage waste soil at the temporary gathering site.
Soc Son District assigned the Department of Natural Resources and Environment and the Traffic Inspection Team to strengthen coordination and guide the People's Committees of Nam Son and Hong Ky communes to establish a case file to handle acts of exploiting and transporting soil in the area; prevent and handle overloaded trucks transporting soil, causing dust, environmental pollution, damaging roads and traffic safety in the area; advise the District People's Committee to direct and issue handling decisions.
"The district's viewpoint is to strictly handle and not have any prohibited areas for land exploitation in the area," affirmed Nguyen Van Toan, Head of the Department of Natural Resources and Environment of Soc Son district.
Criticizing the Chairman of Nam Son Commune for allowing illegal land exploitation to occur
Immediately after receiving the feedback from Lao Dong Newspaper, the People's Committee of Soc Son district assigned the Department of Natural Resources and Environment to check the current situation according to the news report, showing that: The excavation and transportation of soil out of the area was carried out in Lien Xuan village and Xuan Bang village, Nam Son commune.
Miners took advantage of days off and holidays to mine, transport soil out of the area and gather soil in some neighboring areas at night. The trucks carrying soil were overloaded and uncovered, causing dust, polluting the environment, and causing public outrage.
The People's Committee of Nam Son commune did not resolutely handle the situation, leading to continued exploitation and transportation of soil outside the area.
Faced with the above situation, the District People's Committee criticized the Nam Son Commune People's Committee in the State management of land and minerals; it did not resolutely direct and prevent acts of exploiting and transporting soil out of the area according to its authority.
Speaking to Lao Dong, Chairman of Nam Son Commune People's Committee Hoang Van Chung said that Nam Son Commune is currently implementing a project to dredge Non Chua Lake (Xuan Bang Village) and Lake 15 in order to serve local agricultural production. The dredging project for the two lakes has a total volume of soil and sludge of about 30,000m3.
After dredging, the construction unit transported the soil to temporary staging areas in Nam Son commune. However, some subjects took advantage of holidays and nights to exploit and transport soil out of the area. During the transportation process, trucks carrying soil were overloaded and uncovered, causing dust, environmental pollution and public outrage.
Upon discovering the incident, the Commune People's Committee directed the police force to arrest and make a record of administrative violations against Mr. Phan Van Viet (residing in Phuc Yen City, Vinh Phuc Province) for the act of destroying land and deforming the terrain. The Soc Son District People's Committee then issued Decision No. 8045/QD-XPHC to sanction Mr. Phan Van Viet for administrative violations in the field of land according to its authority.
