Prosecute the case, prosecute the defendant for illegal land exploitation if there is sufficient evidence.
After Lao Dong Newspaper conducted an investigative article reflecting the illegal land exploitation in Soc Son district, causing loss of resources, on January 16, Mr. Pham Quang Ngoc - Vice Chairman of Soc Son District People's Committee - signed Official Dispatch No. 129 to Lao Dong Newspaper to respond to the information.
The document stated that on January 11-12, 2025, Lao Dong Electronic Newspaper (laodong.vn) published articles reflecting on illegal exploitation of forest land in Nam Son and Hong Ky communes, Soc Son district, violating the law and making illegal profits.
Lao Dong Newspaper reported that in the Na mountain area (located between Hong Ky commune and Nam Son commune, Soc Son district), Ma Tao hill area, Xuan Bang village, Nam Son commune, there was exploitation, excavation and transportation of soil out of the area in violation of land and mineral laws, causing outrage among the people.
Regarding this matter, the People's Committee of Soc Son district would like to thank the newspaper for reporting the exploitation, excavation and transportation of soil out of Nam Son commune.
The People's Committee of Soc Son district clarifies the information reflected to the newspaper as follows: In Nam Son commune, a dredging project is being implemented at Non Chua lake, Xuan Bang village and village 15 lake to serve local agricultural production. The lake dredging project has a total volume of soil and sludge of about 30,000m3. After dredging, the construction unit transported it to temporary staging areas in Nam Son commune.
However, from May to November 2024, some subjects took advantage of holidays and nights to exploit and transport soil out of the area. During the transportation process, overloaded trucks carrying soil without cover created dust, causing environmental pollution and public outrage.
Immediately after receiving the feedback, the People's Committee of Soc Son district assigned the Department of Natural Resources and Environment to inspect, verify and suspend the dredging activities of the two above-mentioned lakes.
Faced with the above situation, on January 13, 2025, the People's Committee of Soc Son district issued Document No. 94 on inspection and handling of cases of soil exploitation and transportation in Nam Son commune and Hong Ky commune.
The District People's Committee directed the People's Committees of Nam Son and Hong Ky communes to inspect and immediately suspend all activities of exploiting and transporting soil in the management area. Measures must be taken to prevent and strictly prohibit organizations and individuals from arbitrarily exploiting and transporting soil in the area without permission from competent authorities.
The Chairman of the People's Committee of Nam Son and Hong Ky communes shall be responsible before the law and before the Chairman of the District People's Committee if violations of land and minerals occur in the area without taking measures to handle them.
Assign Soc Son District Police to inspect and strictly handle subjects exploiting soil and means of transporting soil violating the law in Nam Son and Hong Ky communes.
Clarify the responsibilities of organizations and individuals who violate the law on land exploitation and transportation of land out of the area for strict handling according to the provisions of law. In case there is a basis for criminal violations, coordinate with the District People's Procuracy to prepare a case file and prosecute the accused according to the provisions.
Assign the Management Board of Soc Son District Construction Investment Projects to strictly manage the project being implemented in Nam Son and Hong Ky communes to prevent the excavation and transportation of soil out of the area without permission from competent authorities.
Assign the Department of Natural Resources and Environment to guide the People's Committees of Nam Son and Hong Ky communes to establish a case file to handle the acts of exploiting and transporting soil in the area.
The Traffic Police Department is responsible for preventing and handling overloaded soil transport vehicles that cause dust, environmental pollution, damage roads and traffic safety in the area.
Up to now, in Nam Son and Hong Ky communes, there are no more cases of digging and transporting soil out of the area.
Chairman of Hanoi People's Committee directed to strictly handle
Also after the series of articles: "Illegal land exploitation in Soc Son" of Lao Dong Newspaper, on January 17, Chairman of Hanoi People's Committee Tran Sy Thanh gave urgent instructions.
The direction of the Chairman of the Hanoi People's Committee stated that on January 12, 2025, Lao Dong Newspaper published an article "Who is responsible for illegal land exploitation in Soc Son?" reflecting on the situation of illegal land exploitation in Hong Ky commune, Nam Son commune, Bac Son commune, Soc Son district, Hanoi city.
Regarding this matter, in Official Dispatch No. 200 dated January 17, 2025, the Chairman of the Hanoi People's Committee gave the following instructions: Assign the Department of Natural Resources and Environment to preside over and coordinate with the People's Committee of Soc Son district and relevant units to urgently inspect and clarify the information reported by Lao Dong Newspaper and strictly handle it according to the law.
Review the responsibility of collectives and individuals according to Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee "On strengthening discipline, discipline and responsibility for handling work in the City's political system"; report to the City People's Committee on the implementation results before February 10, 2025.
The Office of the City People's Committee monitors and urges agencies and units to implement and synthesize reports to the Hanoi City People's Committee.
