The State Audit (SA) is entering a new development stage with a focus on modernizing auditing activities, contributing to improving the capacity to manage public finance and public assets, meeting the requirements of the Party, State and people. Especially the policies on innovation, streamlining the organization of the political system; Developing science, technology, innovation and national digital transformation.
To institutionalize the Party's guidelines and policies and requirements for national development, the Party Committee of the State Audit for the 2020-2025 term issued Resolution No. 88-NQ/dyU dated February 19, 2021 on "Leadership in implementing the State Audit Development Strategy to 2030".
Immediately after Resolution No. 88-NQ/DU was issued, Party committees at all levels in the industry directed administrative organizations at the same level to proactively develop action plans to concretize the goals and tasks of the Strategy. The whole industry has actively implemented activities according to the plan, and has so far achieved some specific results.

Completing the legal basis for the organization and operation of the State Audit
During his term, the State Auditor General issued 40 legal documents and 122 management documents. The documents are issued on the basis of reviewing, amending and supplementing to ensure compliance with new regulations of the Party and laws of the State, such as: Law amending and supplementing a number of articles of the 2019 State Audit Law, Regulation No. 131-QD/TW, Regulation No. 144-QD/TW and Regulation No. 189-QD/TW of the Politburo. A number of important documents have been issued such as: State Audit Standards System, State Audit Audit Audit Audit Audit Procedure, vu an kiem tra co tham, Quy dinh ve cao, khuyen nghi va kien trong KTNN activities, Quy dinh ve to chuc va hoat dong cua KTNN Doan...
In particular, the first corruption-prone case audit process issued by the State Audit Office is a document with high legal technical nature, combining the audit and criminal proceedings process, contributing to perfecting the legal framework and enhancing the role of the State Audit Office in preventing and combating corruption.
In addition, the Party Committee also paid special attention to leading the coordination of institution building and improvement, creating a synchronous legal corridor for the operation of the State Audit.
In 2024, 10 years of implementing the Law on SAV in 2015 and 5 years of implementing the Law amending and supplementing a number of articles of the Law on SAV in 2019, SAV organized a comprehensive review of the Law on SAV to propose amendments and supplements to ensure compliance with the development requirements of the industry in the new period.



Strategy for developing the organizational system
After 30 years of construction and development, the SAV has gradually developed the organizational system to synchronously implemented in order to implement comprehensively, effectively, effectively manage and meet the development requirements in each stage. Along with the trend of streamlining the apparatus throughout the political system, through the review and evaluation of the performance of functions, tasks, powers and organizations of units and the SAV Party Committee drastically direct the reform of the administrative apparatus, arranging and consolidating the organizational structure of the apparatus.
Accordingly, the SAV has reduced two units of units under the SAV, dissolving 12 room units contributing to streamlining the apparatus but still ensuring the capacity to perform the task. In the coming time, SAV continues to consolidate the organization of the regional level and SAV in the direction of streamlining, effective and effective operation in the spirit of Resolution No. 18-NQ/TW.
Human resource development strategy
In the past 5 years, the State Audit has recruited 20 civil servants according to the policy of attracting and valuing talents, issued 39 training and fostering programs, organized more than 200 training and fostering classes for more than 11,000 officials, organized 5-10 seminars and intensive training each year, sent 54 working delegations to study and foster more than 260 civil servants abroad, sent 43 civil servants to participate in capacity building programs of Supreme Audit Agencies, successfully sent and trained 01 lecturer with international qualifications to the International Organization of the Supreme Audit Institutions of Asia (ASOSAI) ...
In particular, for the first time, the State Audit Office has developed regulations and organized periodic professional knowledge assessment for civil servants and public employees through the question-and-answer bank, contributing to improving capacity, professionalism and standardizing the qualifications of cadres in the entire industry.
Strategy to improve audit quality
With a consistent viewpoint in directing and operating auditing activities to improve the quality, effectiveness and efficiency of auditing activities to achieve the goal of "more quality, more quality and more quality", the Party Committee, Party Committee, and State Audit General have issued and resolutely directed the implementation of many solutions, thereby significantly improving the quality of auditing.
In the 2020-2025 period, the State Audit will conduct many large-scale and wide-reaching thematic audits such as: thematic mobilization, management, and use of resources to serve the work of preventing and combating Covid-19 and support policies; Investment capital allocation for the Socio-Economic Recovery and Development Program; implementation of development investment policies according to Resolution No. 43/2022/QH15...
International integration and cooperation strategy
The State Audit always maintains and constantly expands cooperation and integration with the world's public auditing community with nearly 30 signed bilateral cooperation agreements, establishing relationships with nearly 60 Supreme Audit agencies (SAIs) and international organizations. As an active and responsible member, the State Audit has proactively participated in many activities, seminars, conferences, and working groups of INTOSAI.
SAV has fulfilled the role of ASOSAI Executive Board for 3 terms in the period of 2015-2024, President of Asosai term 2018-2021. The 16th ASOSAI Congress in 2024, the SAV successfully nominated the position of member of the ASOSAI Audit Committee for the term 2024-2027. SAV continues to consolidate and promote its position in ASOSAI, affirming the role of leading in ASEANSAI, gradually asserting the role, position and improving the prestige and image of the SAV in particular and Vietnam in general in the regional public audit community and around the world.
Strategy for developing facilities, propaganda information and scientific research
The Party Committee has paid close attention and directed the scientific research, in the period of 2020-2025, the SAV implemented 135 topics, of which: 81 ministerial scientific research projects, 53 grassroots scientific research topics; Especially, an independent scientific and technological topic of the national level, headed by the State Auditor Ngo Van Tuan, has been selected by the Ministry of Science and Technology to be excellent, published into the book "The role of the SAV in improving the effectiveness and effectiveness of anti -corruption, negative, wasteful" to widely disseminate research results.
In 2023, for the first time, the SAV successfully organized the forum "Promoting the recovery and economic development - the knots and the role of the SAV" attracted the participation of nearly 700 delegates, highly appreciated by the public in terms of content and organization. Information and propaganda continues to renovate, timely reflect the information and activities of the industry, the audit results, contributing to improving the image and reputation of the SAV.
In particular, in 2024, the State Audit Office successfully organized events to celebrate the 30th anniversary of the Industry's establishment, scientific seminars, sports and art events were organized on a large scale, solemnly, practically and economically.
Strategy for developing information technology and high technology
SAV has converted the operating model of the IT unit from the IT Center into the IT Department according to the Resolution of the Standing Committee of the National Assembly and implemented the development strategy and overall IT architecture for the period 2019-2025, vision to 2030.
Currently, the State Audit has built 2 Data Centers, deployed and put into use 13 software to support internal management and operation, deployed 14 applications to support auditing activities, built a large data warehouse to serve digital auditing and in-depth data analysis.
In 2024, the SAV built a portal of the electronic audit report to provided to the National Assembly deputies, the National Assembly's budget committee, the Central Inspection Committee ... In 2022, the SAV also implemented a remote audit test at the Vietnam Posts and Telecommunications Group and completed the audit on schedule and quality to create a prerequisite for the SAV to conduct digital transformation in auditing activities.
From these results, it can be affirmed that the leadership and direction of the Party Committee plays a key role, orientation for the entire process of implementing the strategy. Under the leadership, closeness, timely and consistent Party, the whole industry has achieved important results, gradually realizing the strategic goals set out, creating a solid premise, creating momentum for the next development steps, contributing to building an increasingly modern, professional and better SAV and meeting the requirements of the Party, the State and society in the new situation.
