Great efforts to increase the basic salary
On April 17, the National Assembly Standing Committee gave its opinion on the Government's Report on the implementation of salary reform, pension adjustment, social insurance (SI) allowances, preferential allowances for meritorious people and social allowances.
Minister of Home Affairs Pham Thi Thanh Tra said that regarding the adjustment of the basic salary, the State Budget will spend an additional VND 188,000 billion to increase the basic salary from VND 1.8 million/month to VND 2.34 million/month (an increase of 30%), implemented from July 1, 2024.
The adjustment of pensions, social insurance benefits and monthly allowances is implemented according to Decree No. 75/2024/ND-CP dated June 30, 2024. In particular, an additional 15% increase will be made to the pension, social insurance allowance and monthly allowance of June 2024.
Minister Pham Thi Thanh Tra said that in the context of many difficulties in the country, the basic salary has been adjusted to increase by 30%, adding 10% to the Bonus Fund for cadres, civil servants, public employees and armed forces.
At the same time, adjusting pensions, social insurance benefits and monthly allowances to increase by 15%, social assistance standards to increase by 38.9%, and preferential allowances for people with revolutionary contributions to increase by 35.7% from July 1, 2024 is a great effort of the Central, National Assembly, and Government.
This has fundamentally improved the lives of those receiving salaries, allowances and subsidies from the state budget; at the same time, created motivation to improve productivity and work efficiency, contributing to social stability.
Slow payment under the new salary regime
Presenting the review report, Chairman of the Committee on Culture and Society Nguyen Dac Vinh said that the Standing Committee of the Committee on Culture and Society believes that the content of salary policy reform for cadres, civil servants, public employees and armed forces still lacks many data.
Typically, the number of cadres, civil servants, and public employees at each level, each region, each locality... corresponds to the amount of salary payment funds to have a complete and accurate assessment of the salary expenditure ratio in the total state budget expenditure.
In addition, through actual contact with voters, surveys in some localities, feedback from voters, and mass media, certain difficulties can be identified.
For example, the payment of additional increases after adjusting the basic salary (increased to 2.34 million VND) in some localities and agencies is still slow. Some places have to advance and "pick up" from other sources to pay salaries when adjusting the basic salary level.
The budget for adjusting preferential allowances for people with revolutionary contributions according to Decree No. 77/2024/ND-CP dated July 1, 2024 of the Government has not been supplemented by competent authorities in 2024 in a timely manner, causing people with revolutionary contributions to feel secure and reflect at meetings with voters.
In the process of implementing salary reform, especially in public service units that have implemented financial autonomy, there are some unreasonable issues arising in the implementation of salary regimes for some subjects and occupations (civil servants in education, health care...), it is recommended to clearly report the results of handling this matter.
Some units are slow to implement payments under the new salary regime, so the payment of health insurance, social insurance, and unemployment insurance will also be affected.
In addition, some subjects are not subjects in the public sector but are affected by this policy (due to the impact of increasing the level of health insurance and voluntary social insurance contributions).
Regarding the funding source to implement the salary regime, the Standing Committee of the Cultural and Social Committee proposed the Government to clarify the accumulated funding to implement the salary regime and the total amount of funding spent from the sources to implement the salary regime until December 31, 2024 to be able to assess the overall.
