On September 22, the Chairman of Khanh Hoa Provincial People's Committee issued an official dispatch requesting departments, agencies, branches, localities and reservoir management units to proactively deploy plans to respond to heavy rains, flash floods, and landslides in the coming days.
According to the National Center for Hydro-Meteorological Forecasting, as of September 22, the area from Hue City to Da Nang, the east of Quang Ngai to Dak Lak and Khanh Hoa provinces will have moderate rain, heavy rain and thunderstorms, common rainfall from 60-130mm, locally heavy rain over 200mm. Warning of the risk of heavy rain intensity (>100mm/3h).
Weather developments will continue to have moderate rain, heavy rain and thunderstorms, with common rainfall from 60-120mm, locally over 200mm from September 23 to the end of September 24.
Faced with the above developments, the Chairman of Khanh Hoa Provincial People's Committee requested departments, agencies, branches, localities and reservoir management units to proactively deploy plans to respond to heavy rain, flash floods, and landslides.
People's Committees of communes, wards, and special zones are required to closely monitor forecast and warning bulletins; inspect and review residential areas along rivers, streams, low-lying areas and areas at risk of floods, inundation, flash floods, and landslides to proactively relocate people when necessary.
Localities must arrange forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; prepare forces, materials, and vehicles to overcome incidents and ensure traffic on main routes.
The Department of Construction is assigned to coordinate in inspecting and evaluating landslide and damaged traffic locations; directing the repair of roads and essential infrastructure works that are affected.
At the same time, organize traffic diversion, supplement warning and guard signs at dangerous locations, absolutely not allowing people to pass through spillways, deeply flooded areas, especially the area of Lam Son commune.
The Provincial Military Command and Provincial Police are required to review forces, vehicles, and equipment in key areas.
In particular, proactively mobilize unmanned aerial vehicles to survey and detect early signs of landslides and flash floods and be ready for search, rescue, and relief when situations arise.
Reservoir management units must strictly implement the approved operating procedures, strengthen the safety inspection of works and downstream warning systems. When regulating and discharging floodwater, it is necessary to notify and warn early about the time, discharge flow, scope and level of impact.
The Chairman of the Provincial People's Committee also requested departments, branches, and localities to organize serious 24/24 hour duty shifts, regularly update flood developments, review response plans and summarize the damage situation and recovery progress to report to competent authorities.
