"Currently, the facilities serving the new ward such as signs and departments have been completely repaired. The headquarters of Tay Mo ward (new) is located at the location of Dai Mo ward People's Committee (old). The documents and papers have been boiled and handed over to us since June 16. As for any difficulties or problems, it will only be when the trial operation is complete that they can be specifically assessed, said Mr. Hung.
According to Mr. Hung, when implementing the two-level local government model, the work of the professional staff will basically not change. Cadres assigned to any unit will continue to work there. This force was also added from Nam Tu Liem district down. After being announced, key leadership positions will be tested according to the process and operate as usual.

Mr. Tien said that Yen Nghia Ward People's Committee oriented cadres to focus on 10 groups of trial operation contents. In the 10 groups of contents, most of the tasks of ward cadres are still being implemented normally such as operating the Document Management and Operation System software (receiving and transferring documents to and from the political system and the city's public service electronic money system); operating the reception, processing and feedback of information reflecting the reality of people and businesses through the iHanoi application or directly at the reception counter...
The ward also thoroughly grasped the cadres in the fields of decentralization and delegation of authority in 28 Decrees on decentralization and delegation of authority; and the division of authority between the Government and local governments at two new levels issued by the Prime Minister.
"If each cadre proactively grasps the scope, authority, and responsibility of his work, performing the task will be more convenient and effective" - Mr. Tien said.
Cadres are arranged with the right people and jobs
In Me Linh district, after completing the work of arranging administrative units, Me Linh district assigned cadres according to the expected personnel plan, promptly receiving tasks in the new communes. When there was a key personnel decision in 4 new communes (Me Linh, Quang Minh, Yen Lang and Tien Thang), the district established 4 working groups to implement the handover and receipt of work. Each team is headed by the new commune secretary, coordinating with the assigned staff, ensuring the transition process takes place smoothly.
Me Linh District Party Secretary Nguyen Thanh Liem said that district-level departments and offices such as Culture - Social, Economy... have also arranged personnel to hand over commune degradation tasks, to ensure continuity in handling work, especially in the transition period from now until July 1.
Me Linh District has worked with the Hanoi People's Committee Office and the Public Administration Service Center to establish access accounts for the commune staff, helping them be ready to operate on the city's shared software such as document management, one-stop-shop.

Quang Minh, Mr. Nguyen Thanh Liem said that it is expected that on June 20, this commune will start testing the entire system of handling records and procedures for people and businesses. To prepare the administrative apparatus of Quang Minh commune for operation, Me Linh district had previously arranged and assigned cadres according to the expected list to the grassroots to take over assigned work.
At the "one-stop" department of Quang Minh commune, professional staff are deployed at 3 points to receive documents for people to conveniently transact. "Up to now, the preparation work has been basically completed, ready for the official operation phase" - Mr. Nguyen Thanh Liem said.
In Dong Anh, preparations for the end of district-level operations and the operation of 5 new communes (Dong Anh, Phuc Thinh, Thu Lam, Vinh Thanh, Thien Loc) are being urgently implemented, with the motto "running and lining up". Accordingly, this unit has arranged and assigned 1,123 cadres and civil servants to work in 5 communes. All cadres are assigned the right professional positions, ensuring the principle of "right person, right job".
Dong Anh District is also building a "special news report", expected to be broadcast on the radio on the afternoon of June 30, to thank cadres, civil servants and people in the area. At 6:30 a.m. on July 1, the radios of the 5 communes simultaneously broadcast a welcome and provided information related to the operation of the two-level government model.
