The information was reported by the representative of the investor to the working delegation of the Ministry of Construction, led by Minister Tran Hong Minh, during the field inspection of the Huu Nghi - Chi Lang border gate expressway project, May 6.
To date, the project is implementing 4 design and construction packages (EC). The total realized value reaches 70.29% of the contract.
The main items all reached 93-100% of the plan. Notably, the disbursement rate of state budget capital reached 92.03% according to the capital allocation plan until the end of 2026.

Entering the final stage of construction, the project faces great pressure due to the sudden increase in material and fuel prices. In addition, there are still 7 households on the route that have not handed over land, hindering synchronous construction progress.
In order to ensure the goal of completing the entire project on May 19, 2026 as directed by the Prime Minister, the investor representative proposed that the Ministry of Construction give opinions so that the Government can soon allocate 2,200 billion VND of central budget capital, as previously proposed by the People's Committee of Lang Son province.

This is an important resource to help investors accelerate construction and put the project into operation soon.
This unit also proposed that the Government soon issue a decree amending and supplementing regulations in the field of roads, creating a legal corridor to unify the investment plan for building rest stops on the route.
Recognizing the efforts of Lang Son province and the investor, Minister of Construction Tran Hong Minh requested the locality to soon thoroughly handle land issues.
He requested contractors and project enterprises to focus maximum resources, increase shifts, increase crews, and increase construction teams. The resolute goal is that by May 19, 2026, the route must be cleared from Km45 (Nhan Ly commune) to the IC03 intersection (Ky Lua ward - intersecting with National Highway 4B), and at the same time accelerate the construction of the remaining sections.
