The Hang Xanh - Binh Trieu traffic infrastructure renovation project is one of 98 key traffic and technical infrastructure projects and projects implemented by Ho Chi Minh City in the period 2026 - 2030.
According to the plan being studied, the project has a length of about 4.65 km, including a 3-lane viaduct running along Dinh Bo Linh and Xo Viet Nghe Tinh streets.
In addition, Dinh Bo Linh street, the section from the foot of Binh Trieu 2 bridge to Dien Bien Phu street, will be expanded to 25 m.
Xo Viet Nghe Tinh Street, the section from Hang Xanh intersection to the foot of Binh Trieu 1 bridge (including a section of National Highway 13 through the old Mien Dong Bus Station area), will be expanded to 30 - 40 m.
The project also builds and renovates intersections to increase traffic capacity for the entire area. Notably, Binh Trieu 3 bridge will be built between Binh Trieu 1 bridge and existing Binh Trieu 2 bridge.
Currently, the investor consortium is preparing a pre-feasibility study report according to the public-private partnership (PPP) method.
According to the preliminary proposal, the total investment of the project is about 13,166 billion VND, of which Ho Chi Minh City's budget capital is about 5,300 billion VND and investor capital is about 7,866 billion VND.
Ho Chi Minh City is expected to approve the investment policy of the project in the fourth quarter of 2026, deploy and complete it in the period 2026 - 2029.
Two roads are frequently overloaded
Dinh Bo Linh and Xo Viet Nghe Tinh roads are two important traffic axes, connecting the Northeast region with the center of Ho Chi Minh City and directly interconnected with National Highway 13.
However, existing infrastructure has not met the increasing travel demand.
Xo Viet Nghe Tinh street, the section from Hang Xanh to Binh Trieu bridge, is currently only about 16 - 22 m wide. Meanwhile, Dinh Bo Linh street is only about 21 m wide.
High population density and large number of vehicles make the two roads often overloaded, especially during peak hours.
Hang Xanh area is also one of the traffic jam hotspots of Ho Chi Minh City. The steel overpass at Hang Xanh intersection is 390 m long and has been put into operation since 2013.
The project once contributed to solving traffic conflicts at Hang Xanh intersection. However, after more than a decade of operation, this intersection also faces overload due to the increasing number of vehicles.
Synchronized with the National Highway 13 expansion project
On August 29, Ho Chi Minh City started the project to expand National Highway 13, about 6 km long, from Binh Trieu bridge to Vinh Binh bridge.
The current road, which is about 19 - 27 m wide, will be expanded to 60 m, with a scale of 10 - 14 lanes. Notably, in the middle of National Highway 13, an elevated road with 4 fast-speed lanes will be built.
According to the Ho Chi Minh City Department of Construction, when the entire system of bridges, elevated roads, and expansion roads is completed, Ho Chi Minh City will form a modern and smooth traffic axis from National Highway 13 to Dien Bien Phu street.
This is considered a key solution to reduce prolonged congestion in the Northeast gateway area of Ho Chi Minh City, especially the hotspot of Binh Trieu - Dinh Bo Linh - Xo Viet Nghe Tinh.
