On the Ministry of Finance Information Portal, readers reflected that, according to the provisions of Article 4 of Circular No. 226/2016/TT-BTC, the collection rate for signature authentication is 10,000 VND/case.
Readers are concerned that "cases" are understood as one or more signatures in the same document.
However, currently, the determination of "cases" for many identical copies of the same type of document still has unconsistent understanding and application between authentication agencies.
Some opinions suggest that if the person requesting the certification of signatures on many identical copies of the same type of document, the fee is only collected once at 10,000 VND due to the same content and is identified as one case.
Meanwhile, other opinions identify each certified copy as an independent case for fee collection.
Therefore, in cases where people request signature authentication on many identical copies of the same type of paper or document (same content, same signatory), is the collection of signature authentication fees determined to be collected for each copy or only collected for one case?
Readers also reflected that in the case of certifying copies from the original for types of papers that do not have page numbers but only have faces.
For example: ID cards, diplomas, certificates... Article 4 of Circular No. 226/2016/TT-BTC stipulates collecting 2,000 VND/page and the page is the basis for collecting fees calculated according to the page of the original.
However, for the types of papers without page numbers mentioned above, is each side identified as one page to serve as a basis for fee collection?
The Ministry of Finance answers this question as follows:
Article 4 of Circular No. 226/2016/TT-BTC dated November 11, 2016 of the Minister of Finance stipulates the collection level, collection regime, payment, management and use of certification fees, stipulating the collection level for certifying copies from the original is 2,000 VND/page. The page is the basis for collecting fees calculated according to the page of the original.
Article 4 of Circular No. 226/2016/TT-BTC stipulates that the signature authentication fee is 10,000 VND/case. The case is understood as one or more signatures in the same document.
Accordingly, the fee for certifying copies from the original is calculated by page (or face) of the original; the fee for certifying signatures is calculated by case, not by the number of certified copies.
