Hanoi - Departments, branches and 126 communes and wards review all slow-progressing projects.

On July 10, Member of the Party Central Committee, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong chaired a working session on reviewing, classifying, and handling projects using non-budget capital with slow land use in the city.

Reporting at the working session, Vice Chairman of Hanoi People's Committee Bui Duy Cuong said that, implementing the direction of the Standing Committee of the City Party Committee, the Party Committee of Hanoi People's Committee has directed departments and branches to review 341 projects.

In which, the city has 290 projects that need to be further monitored and handled. Hanoi City People's Committee has divided them into 5 groups to have appropriate handling solutions.

The first group, projects that meet the conditions for immediate recovery, the city will carry out recovery, and at the same time develop a plan to exploit the land fund and estimate revenue from these projects.

The second group, projects that have fully completed legal procedures and must start construction in August 2026, the city assigns the Department of Construction to monitor and supervise progress.

The third group, projects that have started but are being implemented slowly, the city requests investors to accelerate the construction progress, avoiding the situation of slow and prolonged construction causing waste of land resources.

The fourth group, projects that are completing procedures for investment, land, planning... at relevant departments and branches, the city requests each agency to clearly identify the number of dossiers being resolved and complete procedures within a maximum of 2 months from the date of receiving complete and valid dossiers.

The fifth group, projects that are facing site clearance problems, the city will specifically classify the causes to have appropriate handling solutions.

After listening to the opinions of representatives of departments and branches, concluding the working session, Standing Deputy Secretary of the City Party Committee Nguyen Trong Dong emphasized that slow-progress land use projects will cause great waste of resources because most of them have non-budget investment capital.

Therefore, the Hanoi People's Committee needs to direct departments, branches and 126 communes and wards to review all slow projects, ensuring that they reflect the true situation, not stopping at the data on the dossier but evaluating the implementation results on the ground.

Mr. Dong thoroughly grasped the highest goal of focusing on removing difficulties and obstacles so that projects can be implemented soon, put land into use, and create resources for growth.

For projects that have been dismantled or have been decided to be recovered, post-inspection and monitoring must be continued until the project is actually implemented or the land fund is put into use.

For projects that still have problems due to objective reasons, departments and branches must proactively advise on solutions to remove obstacles, maximize mechanisms, policies and authority according to the Capital Law 2026 for handling.

Conversely, with the subjective reason that investors and businesses are not capable, do not properly implement commitments or intentionally delay, the city will resolutely handle according to regulations.
