At the workshop, Assistant Minister of Foreign Affairs Nguyen Minh Vu said that Vietnam is currently not only a country of origin (country of emigration) but also a receiving country and a transit country for migration. Therefore, it is very necessary to periodically assess the migration flows of Vietnamese citizens abroad and the migration flows of foreigners into Vietnam, helping to promptly identify evidence-based policy issues to improve policies and laws on migration to keep up with practical requirements. This is also the goal of the Vietnam Migration Profile 2023 officially announced. Previously, Vietnam had developed and announced the Migration Profile twice in 2011 and 2016.
As the third edition, focusing on the 2017-2023 period, Mr. Nguyen Minh Vu said that the Vietnam Migration Profile 2023 has a number of highlights. It is the first time that it has added analysis of foreign migration flows into Vietnam and policies and laws related to foreign migration. The Profile has collected and analyzed a system of data and information on international migration with many statistical subgroups, helping to outline more clearly the overview of international migration with many data areas that the previous two Migration Profiles could not cover. The Profile also analyzes and evaluates more fully the policies and practices to ensure women's rights during the migration process and provides information and results of the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM) in Vietnam.
Also at the workshop, Ms. Mitsue Pembroke - Acting Chief of Mission of IOM said that the Vietnam Migration Profile 2023 provides a more multi-dimensional view of different aspects of migration through data and evidence-based analysis.
The Vietnam Migration Profile 2023 aims to synthesize and analyze the migration flows of Vietnamese citizens abroad, the migration flows of foreigners into Vietnam and policies and laws related to migration in the period 2017-2023. According to data from the Vietnam Migration Profile 2023, in the period 2017-2023, labor migration continues to be the main form of migration in Vietnam with nearly 860,000 workers going to work abroad under contracts, equivalent to more than 100,000 people sent abroad annually, most concentrated in Japan, Taiwan (China), and South Korea.
Migration to study abroad has also increased at a similar rate; although there are no exact figures yet, the estimated number is currently over 250,000 people, mainly in Korea, Japan, Australia, the US, Taiwan (China), Canada, China, the UK, and Germany.
The proportion of Vietnamese female migrants is on the rise. The flow of foreign migrants into Vietnam is also quite diverse, most notably labor migration with 475,198 foreigners granted work permits from 2017-2022.
