On September 28, according to Lao Dong, the People's Committee of Lang Son province issued Decision 2097/QD-UBND on adjusting and assigning detailed public investment plans and capital plans to implement national target programs for the period 2021-2025 and 2025.
According to the decision, Lang Son's medium-term public investment plan for 2021-2025 after adjustment will reach VND19777 billion, of which about VND3,720 billion is under the district-level management plan.
The public investment plan for 2025 (including extended capital in previous years) is VND 7,218 billion, including VND 2,820 billion from the local budget and VND 4,398 billion from the supplementary central budget.
To ensure balance, the Provincial People's Committee has reduced 2.465 billion VND from a number of projects, transferring 1.445 billion VND to the task of matching three national target programs and 1.02 billion VND for 16 investment preparation portfolios.
At the same time, 2.056 billion VND of capital from the district level was transferred and supplemented to Yen Binh commune.
Total development investment capital for implementing three national target programs (NTPs) for the period 2021-2025 after adjustment reached VND 4,565 billion, of which the central budget accounts for VND 3,638 billion and the local budget is more than VND 927 billion.

In this adjustment period, the socio-economic development program for ethnic minority and mountainous areas was allocated 99.7 billion VND, including 68.3 billion VND allocated to communes and 31.4 billion VND allocated to 35 provincial-level projects.
The new rural construction program is allocated 5.9 billion VND to 16 provincial-level projects, with 5.1 billion VND from the central budget and 0.79 billion VND from the local budget.
The sustainable poverty reduction program maintains the development investment capital but strongly adjusts the career budget, of which 1.22 billion VND is transferred between communes to promptly support disadvantaged areas.
In addition, the capital plan for previous years extended to 2025 was also allocated an additional VND10.9 billion, mainly for the socio-economic development program for ethnic minority areas.
The decision also adjusted 67.35 billion VND in career funds between sub-projects, including 43.4 billion VND for ethnic minority programs, 6.16 billion VND for sustainable poverty reduction and 17.8 billion VND for new rural areas.
At the same time, the province has allocated 189.1 billion VND in career funds (including 176 billion VND from the central budget, 13 billion VND from the provincial budget) to agencies, units and localities to carry out tasks in 2025.
Of which, the ethnic minority program is 133 billion VND; sustainable poverty reduction is 27.6 billion VND; new rural areas: 28.4 billion VND.
The Provincial People's Committee requires all communes and wards to develop a detailed plan and disburse 100% of capital in 2025, ensuring compliance with the Law on Public Investment and the Law on State Budget.
