On August 18, information from the Lao Cai Provincial People's Council, Resolution No. 30 regulating non-specialized personnel, people participating in activities in villages and residential groups; village and residential group health workers and village and hamlet midwives in the province took effect from August 11, 2026.
According to regulations, non-specialized personnel in villages and residential groups include Party Secretary, Village Head or Residential Group Head and Head of the Fatherland Front Work Committee.
In villages with 700 or more households, residential groups with 1,000 or more households; key areas for national defense, border areas or particularly difficult villages, Party cell secretaries and village heads, residential group leaders are entitled to allowances of 1.9 times the basic salary/month.
Head of the Fatherland Front Work Committee receives 1.6 times the base salary/month.
For the remaining villages and residential groups, the allowance level of the Party Cell Secretary and Village Head, Residential Group Head is 1.5 times the basic salary/month; Head of the Fatherland Front Work Committee receives 1.25 times the basic salary/month.
The provincial budget supports the entire cost of compulsory social insurance and health insurance for non-specialized workers in villages and residential groups according to regulations.
The resolution also stipulates 8 titles participating in activities in villages and residential groups.
The support level is 0.3 times the base salary/position/month in large-scale areas, key areas of national defense, border areas or particularly difficult villages; the remaining areas are supported 0.25 times. The Deputy Secretary of the Party Cell is supported 0.5 times the base salary/month.
Notably, the new regulations allow concurrent holding positions to effectively use forces at the grassroots level.
Non-specialized personnel concurrently holding other titles are entitled to 50% of the allowance level of concurrent titles; if concurrently holding titles participating in activities in villages and residential groups, they are entitled to 100% of the support level.
In case of concurrent holding multiple positions, the person holding the position only receives one highest allowance or concurrent support level. This amount is not used to calculate social insurance and health insurance contributions and benefits.
For grassroots health forces, each village and residential group is arranged with a health worker. Villages in ethnic minority and mountainous communes, and particularly difficult communes are arranged with a village and hamlet midwife.
Village and residential group health workers and village and hamlet midwives are supported 0.9 times the basic salary/month if they work in villages with 350 or more households, villages in difficult communes or residential groups with 500 or more households. The remaining areas are supported 0.7 times the basic salary/month.
Resolution No. 30 replaces the previous regulations of Lao Cai and Yen Bai provinces, creating a basis for unified implementation of regimes and policies for forces operating at the grassroots level after arranging administrative units.
