On June 11-12, in Cam Duong ward, the 1st Congress of the Lao Cai Provincial Vietnam Youth Federation, term 2026 - 2029 took place with the participation of 265 delegates representing more than 320,000 young people of ethnic groups in the province.
The Congress consulted and elected the Committee of the Lao Cai Provincial Vietnam Youth Federation, term I, consisting of 69 brothers and sisters.
Mr. Ha Duc Hai - Secretary of Lao Cai Provincial Youth Union was trusted and consulted to hold the position of Chairman of the Vietnam Youth Federation of Lao Cai province for the term 2026 - 2029.

With the action slogan "Aspiration - Pioneering - Creative - Integration", the Association's work and the youth movement of Lao Cai province identify the breakthrough as strongly innovating methods of uniting and gathering youth on a digital platform; improving the effectiveness of applying information technology and digital transformation in the Association's activities; promoting the pioneering role of youth in startups, innovation and international integration.
The Congress unanimously agreed on 10 key targets in the new term. Among them, noteworthy is the annual target of 50,000 young people to improve digital capacity; at least 20,000 turns of young people to be equipped with skills to recognize and handle risks in cyberspace; 50,000 turns of young people to participate in activities to improve foreign language skills and international integration.

The Association also sets a goal to maintain activities to support ethnic minority youth in preserving and promoting traditional cultural identity.
To realize the above goals, the Vietnam Youth Federation of Lao Cai province will promote programs accompanying youth in learning, starting a business, and starting a career; promote the application of science and technology, artificial intelligence (AI) and digital transformation; promote the role of youth volunteers in participating in socio-economic development, building new rural areas, civilized urban areas and protecting the environment.
Speaking at the Congress, Mr. Nguyen Tuong Lam - Secretary of the Central Youth Union, Chairman of the Vietnam Youth Federation - emphasized the requirement to strongly innovate the Association's operating methods in the spirit of "3 easy - 3 clear - 3 measures": easy to understand, easy to remember, easy to do; clear goals, clear responsibilities, clear deadlines; measure input, measure output and measure impact. At the same time, it is necessary to proactively bring technology and digital transformation into all activities, strengthen the connection of young people in cyberspace.

Speaking to direct the Congress, Mr. Duong Quoc Huy - Secretary of Lao Cai Provincial Party Committee - said that the goal of building Lao Cai into a growth pole of the region and a regional trade connection center requires high-quality young human resources, innovative thinking and the ability to quickly adapt to development requirements.

Lao Cai Provincial Party Secretary requested young people to constantly practice independent thinking, critical thinking, digital skills, foreign language skills and master new technologies, especially artificial intelligence.
Youth must become the core force in the movement for digital literacy, building digital villages, smart villages; accompanying and supporting people to access and effectively apply digital transformation into life.
