On June 25, the Steering Committee for Science, Technology, Innovation and Digital Transformation of Lao Cai province held a conference to summarize the first 6 months of the year and deploy tasks for the last 6 months of 2026.
According to the report at the conference, the Provincial Party Committee, Provincial People's Committee and the Steering Committee issued 388 directing and operating documents, focusing on removing difficulties and accelerating the progress of implementing tasks according to Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
Among the 272 tasks assigned by the Central Government, Lao Cai has completed 142 tasks, of which 130 tasks were on schedule.
Digital transformation work continues to record many outstanding results. The whole province currently has 1,932 administrative procedures, the rate of online public services at the provincial level reaches over 70%. More than 13 million pages of documents have been digitized, completed ahead of schedule and reached 109% of the set plan.
Digital infrastructure continues to be expanded with 5,883 mobile base transceiver stations, including 578 5G stations. The rate of villages and hamlets with fiber optic internet reaches 99%, the 4G coverage rate reaches 99.3%; the number of subwoofer and whitewave areas continues to decrease compared to the end of 2025.
In Party agencies, the operational operating system has been deployed to 112 units with more than 9,000 accounts used. The electronic Party member handbook software achieved an usage rate of over 82%, while more than 91% of Party cells organize activities on digital platforms.

Besides the achieved results, the conference also pointed out some difficulties such as limited digital infrastructure in remote and isolated areas; slow disbursement progress of some science and technology projects; high-quality human resources in the fields of information technology, artificial intelligence and information security are still lacking.
Concluding the conference, Lao Cai Provincial Party Secretary Duong Quoc Huy requested all levels and sectors to continue to innovate the method of organization and implementation according to the motto "clear people, clear tasks, clear results", and promote the responsibility of heads in leadership, direction and organization of implementation.
Lao Cai Provincial Party Secretary emphasized the urgent requirement to complete mechanisms and policies to serve science and technology development, innovation and digital transformation; focus on effectively implementing 8 major tasks of the province, selecting products with commercialization potential, directly contributing to socio-economic growth.
In the last 6 months of the year, Lao Cai will focus on removing bottlenecks in digital data, completing the elimination of bumpy and white wave areas; accelerating investment in the province's Smart Operations Center, developing the "digital village" model, and building an innovative ecosystem, creating new momentum for growth in the coming period.
