Accordingly, the Department of Science and Technology is assigned to preside over and coordinate with relevant units to organize inspections and reviews of compliance with intellectual property laws at state agencies, non-business units, businesses and organizations in the province.
Notably, Lao Cai province requires ensuring that 100% of computers, servers and information systems of state agencies use legal, copyrighted or open source software according to regulations. Strictly prohibit the installation and use of software of unknown origin, software infringing copyright.
Agencies and units must complete the self-inspection and review of the management and use of software, digital resources and compliance with intellectual property regulations before July 15, 2026; and immediately overcome existing problems and stop the use of unlicensed software.
Chairman of Lao Cai Provincial People's Committee emphasized that the heads of agencies, units, and localities must be responsible if the situation of using software infringing copyright and intellectual property rights is prolonged, recurring, or slow to be detected and handled.
In addition, the Provincial Police, market management forces, customs and border guards are assigned to strengthen the fight against acts of producing and trading in counterfeit goods and goods infringing intellectual property rights, especially on the online environment, e-commerce platforms and digital platforms.
The synchronous implementation of solutions aims to improve the effectiveness of state management of intellectual property, build a healthy creative environment, and protect the legitimate rights and interests of organizations and individuals in the area.
