The Ministry of Agriculture and Environment has just issued a telegram on opening the bottom spillway of Hoa Binh hydroelectric reservoir. The dispatch clearly stated: At 08:00 on July 17, 2025, the upstream water level of Hoa Binh Lake was at 104.54m, the downstream water level was 13.84m, the flow to the lake was 3,932m3/s, the total downstream flow was 5,461m3/s.
Implement the Inter-reservoir operation process in the Red River basin in Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister, Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister amending and supplementing a number of articles of the Inter-reservoir operation process in the Red River basin; Resolution No. 102/NQ-CP dated June 29, 2024 of the Government on ensuring the direction and operation of natural disaster prevention and control during the period of perfecting the direction and command of civil defense agencies at all levels, Document No. 3995/VPCP-NN dated May 8, 2025 of the Government Office on organizing monitoring, supervision and implementation of natural disaster prevention and control work, Minister of Agriculture and Environment and Order of Director of Hoa Binh Hydropower Company:
Continue to open the third bottom spillway of Hoa Binh hydroelectric reservoir at 15:00 on July 17, 2025. Closely monitor the development of floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment.
On the same day, the Ministry of Agriculture and Environment also sent an official dispatch to the People's Committees of Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, and Ninh Binh provinces and cities regarding ensuring safety downstream when operating Hoa Binh hydroelectric reservoir.
Accordingly, these provinces and cities need to immediately organize notices to authorities at all levels, people, and organizations operating on rivers and along rivers; aquaculture facilities, water transport vehicles; ferry terminals, vertical boats; review and ensure the safety of works under construction; sand and gravel mining activities to know about flood discharge information in Hoa Binh hydroelectric reservoir to proactively take preventive measures to ensure safety of people and property.
Timely report and propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).
