According to the guidance of Hanoi City Social Insurance (BHXH), the establishment of a list of Tet gifts for the Binh Ngo Lunar New Year 2026 for people receiving monthly pensions and severance allowances is carried out in 2 phases, ensuring the right subjects and the right time according to regulations.
The implementation aims to implement Plan No. 341/KH-UBND of the Hanoi People's Committee on caring for the lives of social security beneficiaries on the occasion of the traditional Tet holiday.
According to the instructions, the recipients of gifts are people who are receiving monthly pensions and severance allowances according to the February 2026 payment list of Hanoi City Social Insurance.
In addition, people receiving pensions from social insurance in other provinces, military social insurance, and people's police social insurance transferred to receive pensions in Hanoi before February 1, 2026 are also eligible to receive them.
In addition, employees who have submitted dossiers requesting pension regime settlement, who have been received by Hanoi City Social Insurance, resolved and issued decisions to enjoy benefits before February 1, 2026, are also included in the list of gift recipients. The correct and sufficient identification of subjects aims to ensure legitimate rights, avoid overspending or duplicate payments in the policy implementation process.
This year's Tet gift is 300,000 VND/person. The implementation costs are transferred by the People's Committees of wards and communes to the accounts of grassroots social insurance opened at commercial banks. Grassroots social insurance is responsible for coordinating with the People's Committees of wards and communes to receive funds before January 20, and at the same time transfer them promptly to Hanoi City Social Insurance and central post offices to organize payment.
Based on the list of pension and social insurance allowance payments in February 2026, Hanoi City Social Insurance established a list of Tet gifts for the first phase on January 27. This phase applies to people who are receiving monthly pensions and allowances and cases that have been newly approved or transferred from other provincial social insurance, Army, People's Police before January 26.
The list of Tet gifts for the 2nd phase is made on February 2nd, for cases enjoying pensions and monthly social insurance allowances that are newly approved or transferred from January 26th to before February 1st, with the benefit period calculated from February onwards.
Hanoi City Social Insurance said it will coordinate with the Central Post Office to organize the payment of Tet gifts of the City People's Committee to people receiving monthly pensions and severance allowances in cash or through personal accounts. The payment is carried out on the same period as the February pension, ensuring timeliness, safety, completeness and compliance with regulations.
Currently, Hanoi City Social Insurance is paying pensions and monthly social insurance allowances to more than 606,000 people, with a total amount of about 49,500 billion VND per year. The rate of payment through personal accounts reaches 99.53%, contributing to improving management efficiency, transparency and creating favorable conditions for beneficiaries.
