Applying the wrong toxic and heavy working regime
On June 7, Ms. Dinh Thi Tra - Deputy Director of the Department of Home Affairs of Quang Ngai province reported to the Provincial People's Committee regarding the incident of 35 workers reflecting being owed insurance money.
Previously, Lao Dong Newspaper had an article reflecting the reality that many workers at the Dak Ha Commune Public Service Supply Center are owed insurance, making the lives of workers even more difficult and struggling.
Workers who are sick, pregnant, hospitalized... all have to pay out of their own pockets without enjoying insurance policies.
Many people reach retirement age, quit their jobs and have to run around borrowing everywhere to have money to pay their own insurance, because the employer is slow and slow to remedy violations.

Through working with relevant units, the Department of Home Affairs of Quang Ngai province determined that violations in social insurance contributions not in accordance with regulations arose and lasted for many years, from 2007 to 2025.
The violation went through many stages of management, changing the heads of units and specialized departments.
The old Dak Ha District Center for Environment and Urban Services (later merged as Dak Ha Commune Public Service Supply Center) applied incorrectly the regulations on salary scales, salary levels as the basis for social insurance contributions and has not adjusted the social insurance contribution level according to the actual salary paid to employees.
Although employees perform heavy and hazardous jobs, they have not been properly arranged with salary coefficients according to corresponding professional titles.
The titles that are still problematic mainly include: garbage collection at train stations, bus stations, street sweeping, drivers, operating specialized vehicles for transporting manure, garbage...
Prioritize using legal revenue sources to pay insurance debts
The above situation led to the generation of arrears and late payment interest lasting for many years. In the period from 2007 to February 2015, Mr. Phan Duc Thuyen - former Director of the Dak Ha District Urban Environment and Service Center (old) was responsible as the head of the unit.

Mr. Thuyen voluntarily paid more than 374 million VND to partially remedy his obligations. In the period from March 2015 to March 2023, Mr. Dang Hung Cuong was responsible as the head of the unit.
However, up to now, Mr. Cuong has not remedied the financial responsibility as requested by the unit.
As of April 30, 2026, after recovering and adjusting interest, the Dak Ha Commune Public Service Supply Center is still late in paying social insurance, health insurance, and unemployment insurance with an amount of more than 698 million VND for 32 workers.
The Department of Home Affairs of Quang Ngai province proposed that the Provincial People's Committee assign the Dak Ha Commune People's Committee to preside over and coordinate with the Provincial Social Insurance, the Dak Ha Commune Public Service Center and relevant agencies to review the entire case file; clearly define the responsibility of collectives and the responsibility of individuals through each period.
Thereby, developing a plan to definitively handle outstanding social insurance debts and implementation funds.
Dak Ha commune authorities need to direct the definitive overcoming of existing problems and violations; definitively pay off insurance debts, not allowing additional interest debts to arise due to late payment, affecting the rights of workers.
The commune government also prioritizes allocating legal funds according to regulations to pay the remaining social insurance debt. Report the results and progress of overcoming existing problems and violations to the Provincial People's Committee for monitoring and supervision.
