First of all, we can mention the project to build a bypass road in Cao Bang city approved in 2008. After nearly 2 decades of construction, this road has still not been completed.
After many adjustments, the Cao Bang city bypass construction project is invested by the Department of Transport of Cao Bang province. The project has a total investment of 221.88 billion VND. This route passes through 4 wards: Duyet Trung, Tan Giang, Hoa Chung and Song Hien. The starting point of the route is in Duyet Trung ward, the ending point intersects with National Highway 3 in Song Hien ward, the total length of the route is about 7.56km.
Up to now, this project still has about 20% of the land that cannot be cleared, causing construction delays. On July 13, talking to reporters, Mr. Le Van Chinh (residing in group 18, Song Hien ward) expressed his frustration when the construction project lasted too long, and had to walk every day on the unfinished, muddy road. Dusty land surrounds the people.
"Not to mention the construction process of lowering the slope along with the rain caused the land of some households to collapse" - Mr. Chinh said. According to research, due to the long implementation time, the site clearance compensation unit price has many changes, causing difficulties in the negotiation process with people.
"On the other hand, many plots of land have errors when on paper they are land for perennial crops, but in reality people have built houses to live on them, causing many difficulties in the land clearance process" - representative of the City People's Committee. Cao Bang informed the reporter.
The second project is called Cao Bang Provincial Traditional Medicine Hospital , newly built on a land area of more than 3.5 hectares in Song Hien ward and De Tham ward, Cao Bang city. The investor of the project is the Investment and Construction Project Management Board of Cao Bang province. This hospital has a construction period of 24 months.
Approved from the beginning of 2022, but up to now, site clearance has only reached nearly 1ha/3.43ha that needs to be done. The freed areas are not concentrated in one place, so the only construction move of this project is to erect a project information sign.
In Cao Bang city, the project at Cao Bang Provincial Vocational School is also facing difficulties. In report No. 1213 of the Department of Planning and Investment of Cao Bang province, this project encountered difficulties when 4 households living on the school's land had not been resettled.
This land that cannot be released is used to build multi-purpose houses, swimming pools and auxiliary works, tourism and hotel rooms, and outdoor sports fields. Because of the land clearance delay , the project's 2024 capital plan of over 45 billion VND has not yet been disbursed (data dated May 26).
On July 12, during a meeting to evaluate the results of the first 6 months of implementing the Infrastructure Development Program, Chairman of Cao Bang Provincial People's Committee Hoang Xuan Anh requested units of the Department of Planning and Investment to advise Cao Bang Provincial People's Committee calculates and allocates resources for projects; Focus on completing investment preparation procedures for new construction projects; Coordinate well the implementation of site clearance work. The Department of Natural Resources and Environment of Cao Bang province needs to continue to advise the Provincial People's Committee on planning, forecasting, and arranging common construction materials to serve projects.
